SAFE MLO Test (NMLS Mortgage Loan Originator Test) guideFormat & scoring
SAFE MLO Test Format: 120 Questions in 190 Minutes Across Five Content Areas
The SAFE MLO Test has 120 multiple-choice questions, 115 scored and 5 unscored, in 190 minutes. See the five content areas and their weights, why older pages say 125 questions, how to pace yourself and what you're given at a Prometric center.
Short answer
The SAFE MLO Test has 120 multiple-choice questions: 115 scored and 5 unscored pretest questions mixed in at random. You get 190 minutes of test time within a 225-minute appointment that also covers a tutorial and an optional survey. The questions come from five content areas: Mortgage Loan Origination Activities (27%), Federal Mortgage Related Laws (24%), General Mortgage Knowledge (20%), Ethics (18%) and Uniform State Content (11%). NMLS's handbook dates these specifications to April 5, 2021.
The SAFE MLO Test is a single computer-based, multiple-choice test. NMLS's handbook gives its specifications "as of April 5, 2021," and its pages still showed them in October 2026.
The SAFE MLO Test at a glance
| Feature | What NMLS and Prometric say |
|---|---|
| Questions | 120 multiple-choice |
| Scored | 115 |
| Unscored pretest questions | 5, placed at random; you can't tell which they are |
| Test time | 190 minutes |
| Appointment length | 225 minutes, including 30–35 minutes for a tutorial and an optional survey |
| Passing score | At least 75%, set by federal law |
| Where | Prometric test centers; online proctoring only for candidates approved for testing accommodations (Prometric, since October 1, 2024) |
| Tools at a center | A basic four-function calculator and a whiteboard for scratch work |
| Breaks | Restroom breaks allowed, but the clock keeps running |
The pretest questions are being tried out for future tests and don't affect your score or the pass/fail result. Because they're hidden among the others, treat every question as if it counts. How the score works is in the SAFE MLO passing score guide.
Why some SAFE MLO pages still say 125 questions
Before April 5, 2021, the test had 125 questions: 115 scored and 10 pretest. NMLS's Content Area FAQs explain that on that date the pretest questions were cut to five, making the test 120 questions long, while the 190 minutes of test time and 225 minutes of seat time stayed the same. The content weights changed on the same day, following a job analysis study run from July to October 2020.
| Content area | Until April 4, 2021 | From April 5, 2021 |
|---|---|---|
| Federal Mortgage-related Laws | 23% | 24% |
| General Mortgage Knowledge | 23% | 20% |
| Mortgage Loan Origination Activities | 25% | 27% |
| Ethics | 16% | 18% |
| Uniform State Content | 13% | 11% |
If a study guide or video quotes 125 questions or the left-hand column, it predates the change.
The five SAFE MLO content areas and what each covers
NMLS publishes only percentages. If they're applied to the 115 scored questions, the counts come out roughly as below; that's Passy's arithmetic, and the rounded figures don't add to exactly 115.
| Content area | Weight | About this many scored questions |
|---|---|---|
| Mortgage Loan Origination Activities | 27% | 31 |
| Federal Mortgage Related Laws | 24% | 28 |
| General Mortgage Knowledge | 20% | 23 |
| Ethics | 18% | 21 |
| Uniform State Content | 11% | 13 |
What the outline lists under each:
- Mortgage Loan Origination Activities: the application process and permissible questions, verification of income, assets and employment, gift donors, product suitability, TRID disclosure timing and tolerances (zero and 10%), qualification and underwriting (credit, ratios such as LTV and debt-to-income, ability to repay), appraisals, title, flood, hazard and mortgage insurance, closing and funding, and financial calculations (periodic interest, monthly payments, down payments, closing costs and prepaids, ARM adjustments)
- Federal Mortgage Related Laws: RESPA (Regulation X), ECOA (Regulation B), TILA (Regulation Z) including HOEPA high-cost loans, higher-priced loans and MLO compensation, the TRID rule, then HMDA, the FCRA and FACTA, the FTC Red Flags rule, BSA/AML, Gramm-Leach-Bliley privacy and safeguards, Do-Not-Call, mortgage advertising (Regulation N), E-Sign, the USA PATRIOT Act, the Homeowners Protection Act and the Dodd-Frank Act, plus the roles of the CFPB and HUD
- General Mortgage Knowledge: qualified and non-qualified mortgages, conventional, government (FHA, VA, USDA) and nonconforming loans, products (fixed, ARM, balloon, reverse, HELOC, construction, interest-only) and industry terms such as discount points, buydowns, LTV, subordination and table funding
- Ethics: prohibited acts such as redlining and kickbacks, fair lending, steering and predatory lending, fraud red flags (income, asset, employment and occupancy fraud), advertising, borrower complaints, handling personal information, and scenario-style business ethics
- Uniform State Content: the SAFE Act and the CSBS/AARMR Model State Law: who must be licensed, NMLS and unique identifiers, license qualifications and maintenance, temporary authority, regulators' exam powers, prohibited and required conduct, and the NMLS ID in advertising
The largest area is also the most practical one; full prep planned for launch has 250 practice questions on Mortgage Loan Origination Activities, the most of any area.
Pacing the SAFE MLO Test
190 minutes for 120 questions is about 95 seconds a question. A simple way to check your pace is by thirds: roughly 63 minutes for each block of 40 questions. That's a Passy rule of thumb, not an NMLS guideline. Calculation questions and long scenarios take longer than definitions, so bank the time on the quick ones.
Because restroom breaks come out of your 190 minutes, plan for them in your pacing rather than around them. The best way to find out whether 95 seconds feels comfortable is a full-length rehearsal: a 120-question mock exam timed at 3 hours 10 minutes is planned for full SAFE MLO prep.
What you have on screen and at the desk
- At a Prometric center: NMLS's FAQ says the center provides a basic four-function calculator and a whiteboard that serves as scratch paper. Prometric's page describes erasable note boards and pens that you return at the end. No personal items are allowed in the testing room; they go in a locker
- Online (accommodation candidates only): an on-screen four-function calculator and an on-screen scratch pad; physical calculators and scratch paper aren't permitted
- Breaks: you may leave for the restroom only, and the clock keeps running. NMLS's FAQ says candidates can't access their lockers on a break, while Prometric's page says to tell test center staff before retrieving an item such as food or medicine. Don't count on reaching your locker mid-test; if you may need food or medication, ask the staff at check-in
The SAFE MLO "current law" rule
NMLS's outline carries a warning that matters for how you study: legislative changes can happen during the test cycle, and you should answer based on the current statutes, regulations and rules, whether or not a change appears on the outline. The outline also isn't a complete list, and not every topic appears on every test.
In practice, that means using a recent course or prep source, and checking any rule you learned from older material against the current regulation. If you'd like to work through the areas one at a time, you'll be able to practice one content area at a time in planned full SAFE MLO prep.
Next step: turn the SAFE MLO format into a plan
The weights tell you where the points are. The SAFE MLO study guide turns them into 4-, 6- and 8-week schedules, and the free SAFE MLO practice questions show you what a question in each area looks like.
