SHRM-SCP Leadership Cluster: What Leadership & Navigation, Ethical Practice and Inclusive Mindset Ask of Senior HR Leaders

The Leadership cluster is 19% of the SHRM-SCP score, tested mainly through situational judgment items. Here is what the 2026 BASK's advanced indicators add to each of its 12 sub-competencies, the patterns that tend to win senior-level scenarios, and an original worked example.

Short answer

The Leadership cluster is 19% of the SHRM-SCP score, or about 21 of the 110 scored items by Passy's arithmetic, tested through situational judgment and foundational knowledge items. Its three competencies, Leadership & Navigation, Ethical Practice and Inclusive Mindset, have the same key concepts as on the SHRM-CP. What changes is the standard: the 2026 SHRM BASK's indicators for advanced HR professionals ask senior leaders to set HR's long-term direction, build consensus among executives, design the systems that keep the organization ethical, and build inclusion into strategy.

Many SHRM-SCP candidates have led people for years, so the Leadership cluster can look like the safest part of the exam. It isn't scored on your experience, though. It is scored against a written description of senior HR leadership in the 2026 SHRM BASK, and that description is specific enough to study line by line. This guide maps it for the SCP level, as checked on October 27, 2026.

How the SHRM-SCP tests the Leadership cluster

  • Weight. The 2026 handbook gives Leadership 19%, tied with the People domain for the largest share. By Passy's arithmetic that is about 21 of the 110 scored items.
  • Item types. The behavioral clusters supply the situational judgment items (SJIs) and the foundational knowledge items (FKIs). SHRM's certification staff gave the scored split across all three clusters in a March 2024 article: 44 SJIs and 11 FKIs. SHRM doesn't publish how they divide by cluster.
  • Same concepts, different lens. The BASK lists each competency's key concepts once, for both exams. The same article calls the proficiency indicators the lens for each level, operational for the SHRM-CP and strategic for the SHRM-SCP.
  • Both indicator sets count. The BASK says the indicators for all HR professionals also apply at senior and executive levels, and calls this particularly important for SCP candidates.

The key concepts that FKIs draw on, from leadership and motivation theories to privacy principles and the Inclusive Mindset lists, are laid out in the SHRM-CP Leadership cluster guide, which links the rest of the Inclusive Mindset list; they are identical for the SCP. The rest of this guide covers what the CP guide doesn't: the advanced indicators.

Leadership & Navigation: from carrying out HR's direction to setting it

The four sub-competencies, paraphrased from BASK pages 13 to 16:

Sub-competencyFor all HR professionalsFor advanced HR professionals
Navigating the OrganizationUnderstand formal and informal roles, politics and culture, and use them to implement HR initiativesUse an understanding of complex relationships among leaders, and of formal and informal processes, to develop and carry out HR's strategic direction and resolve talent issues
VisionSupport the organization's culture and mission, and set actionable goals for HR programsPicture the current and ideal future states, set HR's and the organization's long-term direction, socialize a broad plan, ask executives for feedback, and pivot HR strategy when conditions change
Managing HR InitiativesDefine project requirements set by leadership, manage milestones, budgets and resourcesTranslate HR's vision into initiatives with timelines and goals, monitor progress, work with leadership to remove obstacles, and ensure accountability for carrying out the plans
InfluenceBuild credibility, win buy-in for HR initiatives, and speak up on important issuesBuild consensus among leaders on strategic direction, use HR knowledge to influence business strategy, advocate evidence-based solutions, and empower leaders to create an environment that tolerates risk taking and welcomes ideas

Two words in the advanced list deserve attention in scenarios: "consensus," which is broader than buy-in for one project, and "pivots," which makes changing an approved HR plan a strength when the business has changed.

Ethical Practice: from personal integrity to the ethics system

The three sub-competencies, paraphrased from BASK pages 18 to 20:

Sub-competencyFor all HR professionalsFor advanced HR professionals
Personal IntegrityShow consistency between stated and enacted values, own mistakes, recognize your own biasesBring potential conflicts of interest or unethical behavior to the attention of leaders and executives, help others address their biases, and hold others accountable to their commitments
Professional IntegrityLead investigations thoroughly, promptly and impartially, manage political and social pressure, and apply the organization's ethics policiesWithstand politically motivated pressure when setting strategy, balance ethics with organizational success when creating strategy, make difficult decisions that fit the organization's values, and use power without seeking personal gain
Ethical AgentMake it safe to report unethical behavior, and identify and communicate ethical risks to leadershipAdvise senior management on risks and conflicts of interest, support internal ethics controls with other leaders, design and oversee systems that keep every investigation thorough, timely and impartial, audit adherence to ethics policies, and design ethics training

The advanced column moves HR from handling ethical problems to building the controls, systems and culture that prevent them. The left column doesn't disappear: the BASK says the indicators for all HR professionals, such as leading investigations in a thorough, timely and impartial manner, still apply at senior levels.

Inclusive Mindset: from programs to the strategic plan

Inclusive Mindset is new in the 2026 BASK, formed from Inclusion & Diversity and Global Mindset; the 2026 BASK changes guide explains the merger. Its five sub-competencies at the senior level, paraphrased from BASK pages 22 to 26:

  • Connecting I&D to Organizational Performance. Partner with business leaders on enterprisewide programs, assess the whole talent lifecycle with I&D metrics, build equity-audit results into HR strategy, develop the business case for I&D, and work with leaders to put I&D goals into the strategic plan.
  • Building the Infrastructure for an Inclusive and Diverse Culture. Advocate to leadership for removing barriers to inclusion, drive a culture of honest I&D conversations, and make sure inclusion and cultural-sensitivity learning reaches every level.
  • Ensuring Impartiality & Fairness. Keep HR staff current on I&D practices that align with applicable laws, design programs that provide access, equal opportunity and equity, plan interventions to resolve identified inequities, and build a diverse HR team.
  • Cultivating an Inclusive and Diverse Culture. Create opportunities for people with different backgrounds to work together, develop policies that support psychological safety, and advise business leaders on more empathetic and inclusive behavior.
  • Operating in a Global Environment. Build an HR strategy that reflects the organization's global competencies, and analyze global HR trends, economic conditions, labor markets and legal environments to set HR's direction and judge how inclusion and diversity affect it.

The all-professional versions focus mostly on reviewing, implementing and addressing issues as they arise. The advanced versions focus on measuring, planning and setting goals with other leaders.

Patterns in senior-level Leadership scenarios

SHRM's certification staff say in an April 2024 article that scenarios are keyed to what should be done according to the BASK, not to any organization's habits, and that assuming you are the CEO is "completely wrong." Reading the advanced indicators side by side, Passy's editorial summary of the patterns is below. These are study heuristics, not SHRM rules.

Options that tend to fit the advanced indicatorsOptions that tend to fall short at the senior level
Build consensus with the leaders affected before a decisionAsk the CEO to impose the decision on them
Turn a strategy into owned initiatives with timelinesAnnounce a direction with no plan or owner
Fix the system that let an ethical lapse happen, and still resolve the caseSettle one case quietly and move on
Hold every leader to the same commitmentsExempt a senior leader because of results
Use equity-audit findings and I&D metrics to set goalsLaunch a one-off program with no measures
Pivot HR's plan when the business changesDefend last year's plan because it was approved

The SHRM-SCP situational judgment guide shows the same lens at work in other clusters, with a worked post-acquisition scenario.

An original SHRM-SCP Leadership scenario

This scenario is written by Passy for practice. It isn't based on any SHRM exam item, and the keyed answer is Passy's editorial judgment.

A CHRO has proposed a three-year talent strategy that includes an internal talent marketplace, so employees can apply for projects and roles in any division. The CEO supports it, but two division presidents oppose it, saying they will lose their best people to other divisions. The executive team votes on the strategy in six weeks. What should the CHRO do?

A. Ask the CEO to direct both presidents to support the marketplace before the vote B. Meet both presidents to understand their concerns and revise the design with them C. Launch the marketplace now in the divisions that support it, ahead of the vote D. Remove the marketplace from the strategy so the rest of the plan can pass

Passy's keyed answer: B. Three advanced Leadership & Navigation indicators point to it: building consensus among leaders about strategic direction, using an understanding of complex relationships among leaders to design initiatives, and seeking feedback from executive-level stakeholders. Six weeks leaves time to address a concern that is really a design question, for example how talent moves between divisions, without dropping the strategy.

Why C is the close alternative. Piloting can be sensible, but launching only where the idea is welcome, before the executive team decides, goes around the decision process, creates two talent policies and leaves the opposition untouched. A borrows the CEO's authority instead of building consensus, which may win a vote but not the presidents' support for the work that follows. D gives up a part of the strategy the CHRO judged important without learning what the objection is. Spending your SHRM-SCP Leadership hours

The 100-hour plan in the SHRM-SCP study plan gives Leadership about 14.5 hours of area study. A split that follows the BASK's structure, which is Passy's suggestion:

  1. About 4 hours on Leadership & Navigation: the theory lists for FKIs first, then both indicator sets for the four sub-competencies.
  2. About 4 hours on Ethical Practice: short key-concept lists, but long advanced lists that shape many scenarios.
  3. About 5 hours on Inclusive Mindset: five sub-competencies, the longest key-concept lists in the cluster, and new in 2026.
  4. About 1.5 hours on mixed scenarios: after each, write one sentence on why the best option beats the runner-up.

For the theories, the BASK names concepts without explaining them, so use a textbook. Its resource list tags The Leadership Challenge by James Kouzes and Barry Posner and Influencing Up by Allan Cohen and David Bradford to Leadership & Navigation, and The Inclusion Dividend by Mark Kaplan and Mason Donovan to Inclusive Mindset. Keep the split balanced: SHRM's staff note that any single key concept may yield zero, one or two questions. Theory names are recall work, and 106 Leadership flashcards planned for SHRM-SCP prep are meant for exactly that.
