SHRM-SCP Situational Judgment Questions: Choosing the Best Answer at the Strategic Level
SHRM-SCP situational judgment items are keyed like the SHRM-CP's, but judged through a strategic lens. Here is how the BASK's advanced indicators change the best answer, the habits that cost senior candidates points, and an original worked scenario.
Short answer
SHRM-SCP situational judgment items work like the SHRM-CP's: 54 of the 134 questions describe a work scenario with four plausible actions, and only the one a panel of experienced HR professionals judged most effective earns credit. The difference is the standard. SHRM's certification staff say the BASK proficiency indicators set the lens, operational for the CP and strategic for the SCP. So study the 2026 BASK's indicators for advanced HR professionals alongside those for all HR professionals, and take each scenario at face value.
SHRM's certification staff say they often hear the same frustration about situational judgment items: every option is something an HR professional could reasonably do, and some don't match how the candidate's own organization works. SHRM-SCP candidates bring years of their own senior practice to the exam, so SHRM's advice applies with full force: answer from the standard SHRM keys against, not from habit or from more authority than the scenario gives you. That standard is written down, and it differs from the SHRM-CP's in a specific, learnable way.
What SHRM-SCP situational judgment items share with the CP's
| Feature | What SHRM says |
|---|---|
| Number | 54 of the 134 questions; 44 of the 110 scored items, per SHRM's March 2024 article |
| Format | A realistic work scenario; choose the best of several possible actions |
| Credit | Only for the best or most effective action, as determined by a panel of experienced HR professionals |
| Options | Four, with A, B, C and D each keyed about a quarter of the time |
| Who writes them | SHRM-certified professionals; about 85 HR professionals take part in developing each item |
| Basis | The BASK's behavioral competencies, sub-competencies and proficiency indicators |
These facts come from the 2026 handbook, SHRM's exam details page and two 2024 articles by SHRM's certification staff. The SHRM-CP situational judgment guide covers how items are keyed and the full list of advice SHRM calls wrong. Everything there applies to the SCP; this guide covers what changes.
The strategic lens: operational and advanced indicators side by side
In a March 2024 article, SHRM's certification staff describe the proficiency indicators as the lens for each exam level: operational for the SHRM-CP, strategic for the SHRM-SCP. The 2026 SHRM BASK lists two sets for every sub-competency, and says the all-professional set still applies at senior levels. Paraphrased contrasts from the BASK:
| Situation | All HR professionals | Advanced HR professionals |
|---|---|---|
| Conflict | Resolve or mediate conflicts impartially, and refer them upward when warranted | Design the organization's conflict-resolution processes and facilitate difficult interactions among senior leaders |
| Change | Build buy-in among staff and align HR programs with the change | Work with executives to decide whether change is needed, define its objectives and oversee it across units |
| Ethics | Identify ethical risks and conflicts of interest and tell leadership | Advise senior management on them, and build the controls, systems and culture that prevent them |
| Business analysis | Use cost-benefit analysis, metrics and KPIs to inform decisions | Design and evaluate HR initiatives by ROI and other business indicators, and set their budgets |
| Engagement | Run engagement surveys and support engagement programs | Define the employee-experience strategy with business leaders and own the action plan for survey findings |
Passy's reading of these lists: in a scenario set at the senior level, the most effective option tends to show the right-hand behaviors, such as working through and with senior leaders, grounding the decision in evidence, fixing the cause or the system rather than one instance, and tying the action to the organization's strategy. That is a study heuristic, not a SHRM rule. The left-hand column still applies to SCP candidates, as the BASK notes, and sometimes the best senior action is a basic one done properly, such as making sure an investigation actually happens. To build that habit across all eight competencies, work through planned SHRM-SCP scenarios one cluster at a time once full prep launches.
Habits that cost senior candidates SJI points
The first three come straight from SHRM's 2024 articles; the last three are Passy's editorial reading of the advanced indicators.
- Answering the way your organization does it. SHRM's April 2024 article says the exam asks what should be done according to the BASK, not what any organization or individual would do.
- Assuming you run the company. SHRM calls advice to assume unlimited resources, that every idea will be accepted, or that you are the CEO "completely wrong." A CHRO in a scenario still works within the CEO's decisions, the board, the budget and the law.
- Reading between the lines. SHRM says item writers are told to write clear questions and that there are no tricky questions. Add no facts and remove none.
- Fixing the instance, not the cause. When two options both solve today's problem, check whether one also fixes the policy, process or system that produced it.
- Deciding without the evidence in front of you. If the scenario supplies data, the best option usually uses it; if it supplies none, an option that gathers the right data may beat one that acts blind.
- Doing the junior task yourself. When the scenario puts you in a senior role, ask what that role should do. Read the question stem carefully, though: "What should the CHRO do first?" can have a simpler answer than "What is the most effective response?"
An original SHRM-SCP-style scenario, worked through
This scenario is written by Passy for practice. It isn't based on any SHRM exam item, and the keyed answer is Passy's editorial judgment.
A 2,000-employee logistics company acquired a smaller regional competitor eight months ago. Voluntary turnover among the acquired company's dispatch supervisors is now about double the company average. Their exit interviews mention unclear career paths in the combined organization and the loss of the flexible scheduling their former employer offered. The chief operating officer asks the CHRO to approve a retention bonus for every acquired dispatch supervisor, paid from this year's budget. What should the CHRO do?
A. Approve the bonuses as requested, since the COO owns the operating budget and turnover is expensive B. Review the exit data with the COO, then propose a plan for career paths and scheduling, plus targeted retention pay C. Restore the former flexible scheduling for the acquired supervisors only, since it answers a stated complaint quickly D. Ask HR business partners to hold stay interviews with each acquired supervisor before taking a position on the request
Passy's keyed answer: B. The scenario already supplies the evidence (the turnover pattern and two stated causes) and a senior business partner with a proposal. B works with the COO on that evidence, addresses both causes in the combined organization, and keeps pay as a targeted tool. That matches the advanced indicators for advising business leaders, for owning the action plan on employee feedback, and for keeping compensation internally equitable.
Why D is the close alternative. Stay interviews are sound retention practice, and gathering information is often right. Here, though, the pattern and its causes are already known, the CHRO has been asked to respond to a specific proposal, and D postpones that response without a plan. A spends money on the symptom and leaves both causes in place, and a bonus for one group of supervisors raises equity questions with the rest. C is fast, but it creates two scheduling policies for the same job and is decided without the COO or any analysis.
A note on level: if the same story were written for the SHRM-CP, with an HR generalist asked what to do first, a step like D could well be the most effective response. That contrast is Passy's illustration of the lens, not a statement about how SHRM keys any particular item. Full prep planned for launch includes senior-level SHRM-SCP situational judgment items, each with an explanation of the best response.
Practicing SHRM-SCP situational judgment items
- Read both indicator sets for all eight competencies. For each sub-competency, write one line on what the advanced version adds. That list becomes your study guide for the lens.
- Name your role before reading the options. Who are you in the scenario, what authority do you have, and who else is involved? Then read the question stem for words like "first" or "most effective."
- Explain the runner-up. After every practice item, write one sentence on why the best option beats the second best.
- Use SHRM's free SCP samples. SHRM's SHRM-SCP practice questions page describes them as real, retired exam items; SHRM says performance on sample questions doesn't indicate exam performance.
- Stay away from recalled exam content. The handbook's Candidate Agreement forbids sharing or reconstructing confidential exam content, and SHRM can cancel scores or certifications for it.
- Practice scenarios among knowledge items, under time. On test day they are mixed together across two 110-minute sections.
Your next SHRM-SCP scenario
The free SHRM-SCP practice questions include eight senior-leader scenarios, each with an explanation, so you can test the lens on new material right away. Then read the SHRM-SCP exam format and content guide for the advanced indicators in every area, and give scenarios a weekly slot with the SHRM-SCP study plan. Scenario practice needs volume as well as method, and the planned bank puts 450 questions across the three clusters where SHRM-SCP scenarios come from.
