SHRM-SCP Exam Format and Content: Same 134 Questions as the SHRM-CP, Judged at the Strategic Level

The SHRM-SCP uses the SHRM-CP's format and 2026 weights: 134 questions, 24 of them unscored, in two 110-minute sections. Here is the structure in one table and, area by area, what the BASK's advanced proficiency indicators add at the senior level.

Short answer

The SHRM-SCP has the same structure as the SHRM-CP: 134 multiple-choice questions, 80 knowledge items and 54 situational judgment items, of which 24 are unscored field-test items, in two sections of up to 110 minutes each. The 2026 weights are identical too: Leadership 19%, Business 17.5%, Interpersonal 13.5%, People 19%, Organization 18%, Workplace 13%. What differs is the standard. The SCP is judged against senior-level, strategic work, which the 2026 SHRM BASK describes in its proficiency indicators for advanced HR professionals.

The SHRM-SCP and SHRM-CP share one blueprint: SHRM's handbook says the distribution of items by content and by item type is the same for both exams. So the useful question for an SCP candidate isn't how many questions there are, but what changes when the same six areas are judged at the senior level. The answer sits in one part of the 2026 SHRM BASK, mapped area by area below.

SHRM's SHRM-SCP page settles the field-test question: 134 questions, "of which 24 are field-test items." The same page still shows two older graphics, with the 2025 weights (Leadership 17%, Business 16.5%, Interpersonal 16.5%, People 18%, Organization 18%, Workplace 14%) and "15 HR functional areas." The 2026 handbook lists 14 functional areas and the new weights; plan on the handbook.

Timing segments, the break rule, the on-screen calculator and test-center rules are the same for both levels. The SHRM-CP exam format guide covers them in full, including the scored split SHRM gave in 2024: 55 knowledge items, 44 situational judgment items and 11 foundational knowledge items.

Where the SHRM-SCP's senior standard comes from

SHRM states the difference in four places:

  • The standard. SHRM's exam details page says the SCP standard is the expected level of competency and knowledge for HR professionals who perform strategic work. The handbook calls it the level reasonably expected of senior-level HR professionals, as outlined in the BASK.
  • What to study first. The handbook tells candidates to review the BASK first, paying particular attention to the exam specifications and the proficiency indicators that distinguish the exams.
  • The lens. In a March 2024 article, SHRM's certification staff describe proficiency indicators as providing context for each level, "as a lens to view from an operational (SHRM-CP) or strategic (SHRM-SCP) level."
  • Both sets apply. The 2026 BASK notes that the indicators for all HR professionals also apply at the senior and executive levels: executives should understand the concepts behind early-career functions and be able to mentor others in them. The BASK calls this particularly important for SCP candidates.

The BASK lists its key concepts once per competency and functional area, not separately per level, and SHRM publishes no SCP-only list of topics. What the BASK adds for the SCP is the second set of indicators.

SHRM-SCP weights and approximate scored items

SHRM doesn't publish item counts per area. The counts below are Passy's arithmetic (weight × 110 scored items), so treat them as approximate.

AreaType2026 weightAbout this many scored items
LeadershipBehavioral competency cluster19%21
BusinessBehavioral competency cluster17.5%19
InterpersonalBehavioral competency cluster13.5%15
PeopleHR knowledge domain19%21
OrganizationHR knowledge domain18%20
WorkplaceHR knowledge domain13%14

Situational judgment and foundational knowledge items come from the three clusters; HR-specific knowledge items come from the three domains. To see the same proportions in practice volume, see the planned SHRM-SCP question counts for each cluster and domain, from 171 Leadership items to 117 for Workplace.

What the advanced indicators add in each SHRM-SCP area

The summaries below paraphrase the "For Advanced HR Professionals" indicators in the 2026 BASK. They are highlights, not the full lists; read the BASK pages for each area.

Leadership cluster (19%)

  • Leadership & Navigation. Picture the current and ideal future state of HR and the organization, set HR's long-term direction, translate it into initiatives with timelines, build consensus among leaders, and pivot HR strategy when conditions change.
  • Ethical Practice. Advise senior management on organizational risks and conflicts of interest, resist political pressure when setting strategy, design the system that keeps investigations thorough and impartial, and audit adherence to ethics policies.
  • Inclusive Mindset. Partner with leaders on enterprisewide inclusion programs, track inclusion metrics, build equity-audit results into HR strategy, add inclusion goals to the strategic plan, and analyze global trends to set direction.

Business cluster (17.5%)

  • Business Acumen. Judge HR initiatives by ROI, profit and loss, and other business indicators, set their budgets, use risk assessment to shape strategy, and evaluate every proposed business case for HR initiatives.
  • Consultation. Work with executives to decide when and where change is or isn't needed, define change objectives, oversee change across business units, and design evidence-based long-term solutions.
  • Analytical Aptitude. Hold advanced knowledge of statistics and measurement, oversee systematic evaluations of HR programs, make sure data collection is built into the organization, and tell senior leaders what the data means for HR's direction.

Interpersonal cluster (13.5%)

  • Relationship Management. Lead complex, high-stakes negotiations and set HR's negotiating boundaries, design conflict-resolution processes for the whole organization, facilitate difficult interactions among senior leaders, and build teams of senior leaders across units.
  • Communication. Speak the business language of senior leaders, deliver high-visibility messages to senior and board-level audiences, and build a culture of upward communication with open channels across levels.

People domain (19%)

  • HR Strategy. Bring HR expertise to the formation of the organization's strategy, judge HR's activities with cost-benefit and profit-and-loss estimates, and make sure HR strategy creates and sustains competitive advantage.
  • Talent Acquisition and Engagement & Retention. Forecast workforce needs, set the employer value proposition and branding strategy, define the employee-experience strategy with business leaders, and act on survey findings.
  • Learning & Development and Total Rewards. Build long-term talent strategies and keep organizational knowledge, design the compensation and benefits philosophy, tie executive compensation to organizational success, and ensure internal pay equity.

Organization domain (18%)

  • Structure of the HR Function and OE&D. Design and adjust HR's service model, identify where outsourcing or automation would improve HR operations, and design organizational structures that support the strategy.
  • Workforce Management. Develop restructuring strategies and, with business leaders, strategies for long-term leadership needs.
  • Employee & Labor Relations. Develop the organized-labor strategy and serve as the organization's primary representative in labor matters.
  • Technology Management. Select HR technology vendors, assess and implement AI-based and automation technologies that augment people, and define with business leaders the role of AI and digitalization in the business.

Workplace domain (13%)

  • Managing a Global Workforce. Build a global workforce strategy, own immigration and mobility policy, design expatriate programs, and look for savings from moving work across borders.
  • Risk Management. Run an enterprise risk management strategy, write crisis, contingency and business continuity plans, and evaluate the risk in strategic opportunities.
  • Corporate Social Responsibility. Develop the CSR strategy and appropriate levels of corporate self-governance and transparency.
  • U.S. Employment Law & Regulations. Set compliance criteria and advise leadership on legal and regulatory issues. SHRM's March 2024 article says this functional area's content does not appear for international examinees, and SHRM's Choosing the Right HR Certification page says international exams may ask about universal employment law concepts instead.

Each of these areas also has key concepts that knowledge items test, from leadership theories to financial statements. Short recall work suits those lists, and planned SHRM-SCP flashcards sorted by cluster and domain are built for it.

What the 2026 BASK changed for SHRM-SCP candidates

The 2026 BASK merged Inclusion & Diversity and Global Mindset into Inclusive Mindset, added AI examples, and came with the new weights; the 2026 BASK changes guide compares the editions and explains SHRM's conflicting eight-or-nine competency counts. Two of the 2026 themes reach into the advanced indicators, where the SCP's standard sits:

  • AI for leaders. The Technology Management advanced indicators include assessing and implementing AI and automation, and shaping the role of AI in business strategy with other leaders.
  • Inclusion as strategy. Inclusive Mindset's advanced indicators put inclusion into the strategic plan, HR strategy and global analysis, not only into programs.

Using the SHRM-SCP map in your preparation

A practical order for each area: read its key concepts, then both sets of proficiency indicators, then answer a mixed set and review every miss. Don't skip the all-professional column because you delegate that work; the BASK says it still applies to you. The SHRM-SCP situational judgment guide shows how the advanced column changes which scenario answer wins, and the SHRM-SCP study plan turns the weights into hours.

Start with the free SHRM-SCP practice questions, which follow SHRM's six areas, to see which column you already think in. Later, a planned 134-question SHRM-SCP mock exam timed at 3 hours 40 minutes tests the whole map under exam conditions.
