SHRM-SCP Organization Domain: HR Service Models, Restructuring, Labor Strategy and AI at the Senior Level

The Organization domain is 18% of the SHRM-SCP score. Here are the key concepts of its five functional areas, what the 2026 BASK's advanced indicators add on HR structure, restructuring, labor strategy and AI, and an original knowledge item on HR structural models.

Short answer

The Organization domain is 18% of the SHRM-SCP score, about 20 of the 110 scored items by Passy's arithmetic, tested with HR-specific knowledge items. Its five functional areas are Structure of the HR Function, Organizational Effectiveness & Development, Workforce Management, Employee & Labor Relations and Technology Management. The key concepts are the same for both levels. The advanced indicators describe senior work: designing the HR service model and organizational structures, developing restructuring and organized-labor strategies, selecting HR technology vendors, and assessing AI and automation that augment people.

The Organization domain is about the shape of things: how HR itself is structured, how the organization is designed and changed, how its workforce is planned and restructured, how it deals with employees and unions, and which technology runs it. For a senior candidate it is also where the 2026 SHRM BASK put its clearest expectations about AI. This guide maps the domain at the SCP level from the 2026 SHRM BASK, pages 65 to 74, as checked on October 27, 2026.

How the SHRM-SCP tests the Organization domain

The 2026 handbook gives Organization 18% of the exam, about 20 of the 110 scored items by Passy's arithmetic, tested with HR-specific knowledge items on the BASK's key concepts. Each has one correct answer. SHRM's certification staff wrote in a March 2024 article that any key concept may produce zero, one or two questions, so the five areas need breadth rather than depth in any one of them.

Organization key concepts at a glance

No published Passy guide lists these yet. A selection of the BASK's own examples:

Functional areaKey concept groups and examples
Structure of the HR FunctionService models (centralized, decentralized, global resources); structural models (center of excellence, shared services, business partners, matrix); staff roles (generalists, specialists, HR business partners); outsourcing (recruiting, benefits administration, payroll, legal, investigations); HR-function metrics (HR staff per full-time employee, customer satisfaction, KPIs, balanced scorecard)
Organizational Effectiveness & DevelopmentGroup dynamics (forming, storming, norming and performing, cohesion, identity); organizational design structures (customer, functional, geographic, matrix, program); organizational analysis (performance analysis, McKinsey 7S)
Workforce ManagementWorkforce planning (forecasting; build, buy, borrow and bridge; gap and solution; upskilling and reskilling; redesigning jobs; robotics); knowledge management; gap analysis techniques; nontraditional staffing (gig, remote, seasonal, contract workers, interns); succession planning (mentorship, cross-training, 9-box grid); restructuring (mergers and acquisitions, reductions in force, layoffs, furloughs)
Employee & Labor RelationsEmployment rights according to the International Labour Organization (labor rights, living and fair wage, standard workday, unfair labor practices); compliance and ethics programs; alternative dispute resolution (mediation, arbitration); retaliation prevention; workplace investigations; progressive discipline; grievances; strikes, lockouts and boycotts and how to prevent and address them
Technology ManagementHR software (ATS, HRIS, LMS, generative AI, machine learning, digital assistants, blockchain); data and information management (integrity, cybersecurity, data retention, awareness of AI input and output bias); self-service; technology-use policies (including AI policies on utilization, transparency, fairness and data privacy); social media management

The glossary separates terms that sound alike. Paraphrased: a center of excellence provides expertise, best practices, support or knowledge transfer in a focused area; shared services are self-service or call-center operations that deliver HR services across the organization; an HR business partner advises leaders on a human capital strategy aligned with the organization's goals; arbitration binds the parties to an impartial decision, while mediation and conciliation are nonbinding help from a neutral third party. The glossary also defines unfair labor practice twice: once under U.S. labor-relations statutes, marked for U.S. examinees only, and once under global labor-relations statutes. Definitions like these are recall material, and 101 Organization flashcards planned for SHRM-SCP prep are sorted for that.

What the advanced indicators add in the Organization domain

Paraphrased from BASK pages 67 to 74:

Functional areaFor all HR professionalsFor advanced HR professionals
Structure of the HR FunctionWork within the HR service model, act as a point of contact, coordinate across HR, analyze KPIsDesign, implement and adjust the service model, align and integrate every element of HR, find where outsourcing or automation would improve HR operations, and design the programs that measure HR's effectiveness
Organizational Effectiveness & DevelopmentKeep documents and systems accurate, support change, recommend ways to remove barriersAlign HR's strategy with the organization's, set measurable goals for a culture of accountability and continuous improvement, design organizational structures that fit the strategy, and make sure HR initiatives show measurable value
Workforce ManagementAssess competency gaps, forecast needs, support restructuring, administer leadership-continuity approachesEvaluate how staffing and competencies fit the strategy, develop restructuring strategies, and coordinate with business leaders on strategies for long-term leadership needs
Employee & Labor RelationsWrite policies and handbooks, investigate misconduct, manage grievances, support negotiations with employee representativesDevelop the organized-labor strategy and explain it at every level, oversee investigations and discipline, manage negotiations with employee representatives, and serve as the organization's primary representative in labor matters
Technology ManagementImplement HR technology, protect workforce data, guide technology-use policies, manage implementation vendorsEvaluate, implement and retire technology to meet HR's strategy, select vendors, design integrated systems, assess and implement AI and automation that augment human talent, and define with business leaders the role of AI and digitalization in the business

The Workforce Management row is the domain's cleanest contrast: "Supports strategies for restructuring" for all professionals, "Develops strategies for restructuring" for advanced ones. Watch for that verb shift in every area.

AI and automation for senior HR leaders in the 2026 BASK

AI is spread across the BASK, and the 2026 BASK changes guide lists every place it appears. For SCP candidates, the Organization domain holds the parts that describe leadership of AI rather than use of it:

  • Two advanced Technology Management indicators: assess and implement AI-based and automation technologies that augment human talent, and work with business leaders to define the role of digitalization, technology and AI in the business, including new products, markets and growth strategy.
  • Key concepts that govern AI: awareness of AI input and output bias, data ethics training, and AI-related policies addressing utilization, transparency, fairness and data privacy.
  • Automation elsewhere in the domain: the advanced Structure of the HR Function indicator on automating HR functions, and robotics and job redesign among the workforce planning concepts.
  • Definitions: the glossary defines AI as computer systems that perform tasks that typically require human intelligence, and generative AI as systems that create new content, such as text or images, from patterns learned from existing data.

Passy's reading, as a study heuristic: the BASK frames AI as something senior HR evaluates, governs and uses to augment people; "augment" is the indicator's own word. Options that deploy a tool with no evaluation or policy, or that rule out AI entirely, tend to sit outside that framing.

An original SHRM-SCP Organization-domain knowledge item

This item is written by Passy for practice and isn't based on any SHRM exam item. The keyed answer rests on the BASK glossary's definitions.

After two acquisitions, a company's CHRO redesigns HR. Business partners will advise each division's leaders, routine transactions will move to one service center, and a small team of compensation and analytics specialists will set practices and provide expertise to every division. In the BASK's terms, what is the specialist team?

A. A shared services center B. A decentralized HR function C. A matrix organization D. A center of excellence

Keyed answer: D. The glossary defines a center of excellence as a team or structure that provides expertise, best practices, support or knowledge transfer in a focused area, which is what the specialist team does for every division.

Why A is the close alternative. Shared services also serve the whole organization, but the glossary describes them as self-service or call-center operations; in this design, that is the service center handling routine transactions. B names a service model in which HR sits within the units, while this team works centrally for all of them. C names a structural model, but nothing in the stem describes a matrix. Knowing the redesign is senior work doesn't change the answer; the definitions do. For more items of this kind, Organization-domain knowledge items planned for full SHRM-SCP prep come with an explanation for every answer.

Studying the SHRM-SCP Organization domain in about 13.5 hours

The 100-hour plan in the SHRM-SCP study plan gives Organization about 13.5 hours. A split that is Passy's suggestion:

  • About 2.5 hours on Structure of the HR Function: service and structural models and their glossary definitions.
  • About 2.5 hours on Organizational Effectiveness & Development: group dynamics, design structures and organizational analysis.
  • About 3 hours on Workforce Management: planning approaches, succession planning and the restructuring options.
  • About 3 hours on Employee & Labor Relations: dispute resolution, investigations, discipline and labor strategy, worth extra time if your organization isn't unionized.
  • About 2.5 hours on Technology Management: HR systems, data management and the AI concepts above.

The BASK's resource list tags Service Led Design: Planning the New HR Function by Jane Saunders and Ian Hunter to Structure of the HR Function, Effective Succession Planning by William Rothwell to Workforce Management, and Human Resource Information Systems by Michael Kavanagh (spelled "Kavanaugh" in the list) and Richard Johnson to Technology Management.
