SHRM-SCP People Domain: Workforce Forecasting, Employee Experience Strategy and Executive Pay
The People domain is 19% of the SHRM-SCP score, tested with knowledge items on the same key concepts as the SHRM-CP. Here is what the 2026 BASK's advanced indicators add to its five functional areas, where senior candidates slip, and an original knowledge item worked through.
Short answer
The People domain is 19% of the SHRM-SCP score, about 21 of the 110 scored items by Passy's arithmetic, tested with HR-specific knowledge items. Its five functional areas, HR Strategy, Talent Acquisition, Employee Engagement & Retention, Learning & Development and Total Rewards, have the same key concepts as on the SHRM-CP. The SCP's advanced indicators add the senior work: forecasting workforce needs, setting the employer value proposition, defining the employee-experience strategy with business leaders, building long-term talent strategies, and designing the compensation philosophy and executive pay.
For a CHRO or an HR director, the People domain is the daily job: hiring, engagement, development and pay. On the SHRM-SCP it is also tested differently from the clusters. Its questions are knowledge items with one correct answer, so experience helps only as far as it matches the definitions and concepts in the 2026 SHRM BASK. This guide covers what the SCP adds to that list, as checked on October 27, 2026.
How the SHRM-SCP tests the People domain
- Weight. The 2026 handbook gives People 19%, tied with the Leadership cluster for the largest share. By Passy's arithmetic that is about 21 of the 110 scored items.
- Item type. The handbook says HR-specific knowledge items cover key concept topics in the three knowledge domains. SHRM's certification staff wrote in a March 2024 article that knowledge items are developed to test key concepts, with 55 scored across the three domains.
- What makes an answer right. In an April 2024 article, the same staff say the correct response to a knowledge item rests on a verifiable reference, such as an HR textbook, a well-known theory or established law.
- Where the level shows. The March article calls the proficiency indicators the lens that gives each exam level its context. SHRM doesn't publish how SCP knowledge items differ from the CP's. Passy's reading: an SCP item can place a key concept inside a senior decision, such as a CHRO choosing a pay philosophy, while the correct answer still comes from the concept's definition.
The key concepts themselves, ten pairs of look-alike terms from the glossary, and the metrics the BASK names are already set out in the SHRM-CP People domain guide. They are identical for the SCP, so start there if the vocabulary is rusty.
What the advanced indicators add in each People area
Paraphrased from the "For Advanced HR Professionals" lists on BASK pages 56 to 64, with the key concepts each one leans on:
| Functional area | Senior-level work the advanced indicators describe | Key concepts it draws on |
|---|---|---|
| HR Strategy | Engage business leaders in strategic analysis and planning, bring HR expertise to the organization's strategy, judge HR's critical activities by value added, impact and utility using cost-benefit analysis, revenue, profit-and-loss estimates and leading or lagging indicators, and make sure HR strategy sustains competitive advantage | PESTLE, SWOT, scenario planning, growth-share matrix, blue ocean, systems thinking, project governance |
| Talent Acquisition | Forecast workforce needs from staffing levels and projections, set sourcing strategies, establish the employer value proposition (EVP) and branding strategy, and design valid programs for judging how well talent acquisition works | EVP, sourcing methods, selection assessments including AI-based skill matching, TA metrics such as cost per hire and time to fill |
| Employee Engagement & Retention | Define with business leaders a strategy for a positive employee experience, own and communicate the action plan for survey findings, monitor attitude and turnover metrics holistically, and design performance management systems and the measures of their effectiveness | Culture, engagement measurement, retention practices such as realistic job previews and predictive attrition analysis, performance management, turnover metrics |
| Learning & Development | Design the data collection on critical skill gaps, guide which competencies the organization develops, monitor leadership development, and build long-term talent strategies and ways to retain organizational knowledge | Needs analysis, design models such as ADDIE, developmental assessments, leadership development, knowledge-sharing techniques |
| Total Rewards | Design and oversee compensation and benefits philosophies and strategies, tie executive pay to individual performance and organizational success, ensure internal equity, and re-evaluate the total rewards package regularly | Compensation philosophies (lead, lag, match, lead-lag), special groups such as executives and expatriates, deferred compensation and stock options, pay compression, pay equity, compa-ratio |
The pattern across all five: the all-professional indicators describe running the programs, and the advanced ones describe deciding what the programs are for, measuring whether they work, and agreeing their direction with business leaders.
Two People-area details worth a second look
- The executive is a special group. The Total Rewards key concepts list executives next to expatriates, sales and shift workers as special workforce groups, and the advanced indicator ties executive pay design to organizational success. Study executive pay as a design question, not a perk.
- Validity appears in hiring. The advanced Talent Acquisition indicator asks for "valid and systematic programs" for assessing talent acquisition. Validity, the glossary's "extent to which a measurement instrument measures what it is intended to measure," is a Business-cluster concept that shows up here too.
Where the People domain trips senior candidates
These are Passy's editorial observations, built on the BASK's note that indicators for all HR professionals still apply at senior levels:
- House vocabulary. Your organization may call onboarding "orientation" or use "engagement" for what the glossary calls the employee experience. Knowledge items use the BASK's meanings.
- Delegated mechanics. Payroll basics and benefit types are on the key-concept lists, and job evaluation sits in the glossary and the all-professional indicators, even if a senior leader no longer handles them.
- Metrics without formulas. The BASK names metrics such as cost per hire, vacancy rate and compa-ratio, but gives no formulas. SHRM's staff say a math question or two may appear, with an on-screen calculator, and warn against over-preparing computation.
- AI examples in two areas. Talent Acquisition and Learning & Development carry AI examples in the 2026 BASK, from AI-supported resume screening to generative AI in program design; the 2026 BASK changes guide lists them.
Breadth matters more than depth here: SHRM's staff say any key concept may produce zero, one or two questions. For spaced review of the whole list, 106 People flashcards planned for SHRM-SCP prep are sorted by domain.
An original SHRM-SCP People-domain knowledge item
This item is written by Passy for practice and isn't based on any SHRM exam item. The keyed answer rests on the BASK glossary's definitions.
A CHRO is building an HR scorecard for the board. She wants one measure that can warn, before resignations happen, whether a new manager-coaching program is likely to reduce regretted turnover. Which measure is a leading indicator for that goal?
A. Last year's voluntary turnover rate among high performers B. Themes coded from last year's exit interviews C. Quarterly stay-interview ratings of manager support D. Cost per hire for replacing employees who resigned
Keyed answer: C. The glossary defines a leading indicator as a metric describing an activity that can change future performance and predict success in reaching strategic goals, and a lagging indicator as one describing performance that has already occurred. Stay interviews, as the glossary defines them, are structured conversations with employees about what encourages them to stay, so their ratings can move before anyone resigns.
Why B is the close alternative. Exit-interview themes can explain why people left and help shape the program, but they come from employees who were already leaving, so they describe what has already happened. A and D are lagging measures of turnover that has already happened. The senior setting, a board scorecard, comes straight from the advanced HR Strategy indicator on leading and lagging indicators; the answer still turns on the definition. Studying the SHRM-SCP People domain in about 14.5 hours
The 100-hour plan in the SHRM-SCP study plan gives People about 14.5 hours of area study. A split that is Passy's suggestion:
| Functional area | Hours | Focus |
|---|---|---|
| HR Strategy | 3 | Strategic planning frameworks and leading versus lagging indicators |
| Talent Acquisition | 3 | Forecasting, EVP, assessment methods and their validity |
| Employee Engagement & Retention | 3 | Survey action plans, retention practices, performance management design |
| Learning & Development | 2.5 | Design models, leadership development, knowledge retention |
| Total Rewards | 3 | Philosophies, executive pay, internal equity, compa-ratio |
For each area, read the key concepts first, then both indicator lists, then answer a few knowledge items and check every miss against the glossary. The BASK's resource list tags Short Introduction to Strategic Human Resource Management by Wayne Cascio and John Boudreau to HR Strategy, and Strategic Compensation by Joseph Martocchio to Total Rewards.
