California Cosmetology Written Exam (PSI): Topics, Format, and Rules
California licenses cosmetologists with a PSI written exam, not the NIC theory exam: 110 questions in 120 minutes, the outline in force since April 1, 2026 and for 2027 test dates, and no practical exam since 2022.
Short answer
The California Board of Barbering and Cosmetology uses a national written exam developed by PSI, not the NIC theory exam. The cosmetologist exam has 100 scored and 10 pretest questions with 120 minutes to finish, and since January 1, 2022, California has not required a practical exam. The outline in force since April 1, 2026, puts 30% on Safety and Infection Control and only 3% on haircutting. As of October 28, 2026, no further change had been announced for 2027 test dates.
California's cosmetology exam at a glance
California does not use the NIC National Cosmetology Theory Examination. Since July 1, 2022, the California Board of Barbering and Cosmetology has offered "the national examination developed by PSI services" for every license type. The Board says the Department of Consumer Affairs' Office of Professional Examination Services reviewed how these exams are built and found them valid for use in California.
| Item | California cosmetologist exam, as checked on October 28, 2026 |
|---|---|
| Exam developer and vendor | PSI |
| Questions | 100 scored plus 10 pretest. PSI's bulletin says the unscored "experimental" questions count against your time |
| Time | 120 minutes. PSI's computer tutorial, up to 15 minutes, does not count |
| Practical exam | Not required since January 1, 2022. Candidates only need to pass the written exam |
| Languages | English, Korean, Spanish, Vietnamese, and Simplified Chinese. A candidate who cannot read, speak, or write English at a 10th-grade level, and whose language is not offered, may ask the Board to approve an interpreter |
| Where you test | PSI test centers in California, listed in PSI's April 2026 bulletin |
| Passing score | Criterion-referenced. PSI's bulletin publishes no number |
| Board fees | $125 for the Application for Examination and Initial License, and $75 for each Application for Re-Examination. Both are non-refundable, and both forms were revised in August 2025. PSI's bulletin lists no separate PSI exam fee |
If you pass, PSI's bulletin says you receive your photographic license on site. A failure notice shows your score, a breakdown by content area, and the number of correct answers you needed to pass.
The April 2026 California outline compared with 2020
The Board told schools in a memo dated November 21, 2025, that PSI had finished a new validation study and that updated outlines would take effect on April 1, 2026. Because the cosmetologist exam has exactly 100 scored questions, PSI's current outline lists each weight as the same number of scored items.
| Content area | 2020 weight | Weight from April 1, 2026 |
|---|---|---|
| Safety and Infection Control | 25% | 30% |
| Client Consultation and Hair, Skin, and Nail Analysis | 17% | 19% |
| Hairstyling | 6% | 2% |
| Haircutting | 12% | 3% |
| Haircoloring (previously part of Chemical Services) | 0% | 10% |
| Chemical Texture Services | 15% | 12% |
| Skin Care | 6% | 4% |
| Eyelash and Eyebrow | 0% | 4% |
| Hair Removal | 4% | 8% |
| Nail Care | 13% | 8% |
Three changes reshape study time. Safety and Infection Control is now nearly a third of the exam. Its sub-items include levels of decontamination, exposure incidents under Standard/Universal Precautions, single- and multi-use items, Safety Data Sheets, federal regulations (OSHA, EPA, FDA), ventilation, and electrical safety. Haircutting and hairstyling together are now only 5 questions. And two areas that barely existed in 2020, eyelash and eyebrow services and a separate haircoloring section, now add 14 questions between them, while hair removal doubled to 8.
A worked study split. Suppose you have 40 hours of review left. Multiply each weight by 40: about 12 hours for Safety and Infection Control, 7.6 for Client Consultation, 4.8 for Chemical Texture Services, 4 for Haircoloring, 3.2 each for Hair Removal and Nail Care, 1.6 each for Skin Care and Eyelash and Eyebrow, 1.2 for Haircutting, and 0.8 for Hairstyling. The total is 40. Adjust from there toward the areas where you are weakest, but do not drop Safety and Infection Control below its share.
If you plan to use Passy, know its limit here: full cosmetology prep planned for launch tags its questions to NIC's four domains, not California's ten areas. Use it as topic practice and keep your hours on the California weights above.
The California outline for 2027 test dates
The Board's memo and its Q1 2026 town hall presentation both describe the April 1, 2026 update, which brought new content, revised items, and updated translations. As of October 28, 2026, neither the Board's exam page nor PSI's April 2026 bulletin announced another change, so the outline above is the one to study for a 2027 test date unless the Board posts a new notice. If you studied from an older California guide, the content changed under you: check that any outline you use is labeled 2025 or 2026, not 2020.
PSI's California rules for scheduling and exam day
These come from PSI's California Candidate Information Bulletin dated April 2026:
- Scheduling: after the Board approves your application, you schedule the exam yourself with PSI, online or by phone, and you confirm your preferred language when you schedule.
- Cancel or reschedule: PSI must receive your notice 2 days before the exam date. A voicemail does not count.
- Losing your fee: missing the appointment, arriving after the start time, or bringing the wrong ID forfeits the fee. You then submit a re-examination application and fee to the Board before you can schedule again.
- Arrival: at least 30 minutes before your appointment.
- ID: valid, current, government-issued photo ID. The name must match your name of record with the Board "IDENTICALLY letter for letter," and the bulletin says that includes a middle name versus a middle initial.
- Check-in: you are thumbprinted, and the thumbprint is checked again after any restroom break. Only one candidate may be on a restroom break at a time, and a break over 5 minutes is reported to the Board.
- Not allowed in the room: watches and other timekeeping devices, phones, drinks including water, food and gum, personal pens, hats, sunglasses, outerwear, and over-the-counter medication, among other items. Light layers without pockets or hoods are allowed.
California law adds weight to the security rules. Business and Professions Code section 123, quoted in PSI's bulletin, makes it a misdemeanor to subvert a licensing exam, including obtaining exam questions without specific authorization. A person found guilty can also owe the agency's actual damages, up to $10,000.
Eligibility, retakes, and the practical-exam conflict
Under Business and Professions Code section 7321, as posted on the Board's license requirements page, you must be at least 17, have completed the 10th grade or its equivalent, and qualify through one of several routes. The most common is an approved cosmetology course, which section 7362.5 sets at no fewer than 1,000 hours. Other routes include an apprenticeship and out-of-state practice, where every three months of practice counts as 100 hours of training.
The Board's applicant page says you may take the exam as often as needed, with a re-examination application and fee for each attempt. The retake guide compares that rule with other states and shows how to read California's content-area breakdown. Between attempts, missed questions are saved for another try in the full cosmetology prep planned for launch, though its questions follow NIC's domains rather than California's.
One conflict is worth knowing so it does not confuse you. PSI's general page for the California Board says its exams "include both a written and a practical component" and mentions remote options for the written portion. The Board's own page says the practical has not been required since January 1, 2022, and PSI's April 2026 California bulletin lists only in-person California test centers. Follow the Board and the bulletin, and confirm with the Board if anything you receive says otherwise.
Which Passy cosmetology guides apply in California
Much of Passy's teaching carries over, because California's outline covers the same safety and service knowledge in different proportions: infection control, blood exposure, OSHA and EPA rules and safety data sheets, consultation and patch tests, haircolor, chemical texture, hair removal, and nail care. The guide to the NIC theory outline links each of those topic guides. What does not apply is anything tied to the NIC exam's structure: the 110-questions-in-90-minutes format, the NIC domain weights of 35/45/10/10, and the NIC practical.
Passy's 20 free cosmetology practice questions are built on the four NIC domains too, so treat them as topic practice rather than a California simulation, and read the explanation for every option. The same goes for timing: the NIC-timed mock exam planned for full cosmetology prep gives 90 minutes for 110 questions, while California gives you 120.
For a side-by-side look at the two national outlines, see NIC vs PSI cosmetology theory exams. The state-by-state guide shows which other states use PSI's exam, and the exam languages guide covers California's interpreter rule in detail.
