NCE 2027 Changes: What NBCC Has Confirmed for the New Exam

NBCC's new NCE specifications take effect July 1, 2027, with a Summer 2027 launch: 170 three-option questions, six new domains, and a 100 to 500 score scale with 360 to pass. Here is what changes, which version you take, and what NBCC has not announced yet.

Short answer

Under NBCC's specifications effective July 1, 2027 (a launch NBCC describes as Summer 2027, with exact dates still to be announced), the NCE has 170 multiple-choice questions with three answer options each (140 scored, 30 field-test), six new content domains, and a scaled score from 100 to 500, with 360 needed to pass on every form. Candidates who test before the implementation date take the current 200-question exam. As of October 25, 2026, NBCC has not announced the last test date for the current version.

The new NCE starts July 1, 2027

NBCC's Examination Specifications for the new National Counselor Examination carry an effective date of July 1, 2027. From that date, the exam drops from 200 to 170 questions, each question has three answer options instead of four, the six content domains are replaced, and results move to a scaled score where 360 passes. The testing time stays at 225 minutes. NBCC's NCE page and FAQ describe the launch as "Summer 2027" and say exact implementation dates will be announced; the specifications carry the July 1, 2027 effective date.

If you test before the change, none of this applies to your exam: you take the current 200-question NCE built on the 2019 job analysis. The hard part is the boundary, because NBCC has not yet said when the current version is last given.

NCE 2027 timeline: what is dated and what is not

NBCC has not issued a single dated announcement that we could find, so the table keeps each milestone separate and shows only what NBCC documents state, including the FAQ on NBCC's NCE page (as checked on October 25, 2026).

Do not read July 1 as a promise that you can sit the current exam on June 30, 2027. NBCC's FAQ says the current version runs until the implementation date and that specific final testing dates will come later. Passy's NCE prep built on the current outline is written for candidates who test before that cutoff.

Current NCE vs. the July 2027 NCE, side by side

The left column comes from NBCC's two current candidate handbooks (both revised September 24, 2024), and the right column from the 2027 Examination Specifications.

Some Passy arithmetic: 225 minutes for 200 questions is 67.5 seconds per question today, and 225 minutes for 170 questions is about 79 seconds per question in 2027. You get more time per item, but each one is drawn from a different outline. The NCE pacing guide covers the current timing in detail.

The six domains on the 2027 NCE

2027 domainShare of itemsWhat it covers, in NBCC's task list
Professional Development & Counselor Self-Awareness15%Consultation, supervision, continuing education, AI ethics training, burnout, vicarious trauma, boundaries
Intake & Assessment18%Informed consent (including for telemental health), risk assessment, mental status exam, diagnosis with DSM-5-TR and ICD-11, level of care
Treatment Planning & Continuity of Care15%SMART goals, plan revision, referrals, aftercare, discharge, relapse prevention, termination
Provision of Counseling Interventions20%Core counseling skills, group process, couples and family work, crisis intervention, culturally responsive work, therapeutic ruptures
Indirect Client Care12%Collaboration with other providers, documentation, client-reported medication effects, referral lists, translation services
Legal & Ethical Compliance20%State and federal law, codes of ethics, telemental health compliance, billing, liability insurance, Counseling Compact, EHRs, AI use

Two shifts stand out. Areas of Clinical Focus, 29% of today's exam, is no longer a domain: NBCC's crosswalk says clinical concerns are assessed throughout the exam through presenting problems, which the specifications list as supplemental guidance. And legal and ethical content becomes a fifth of the exam on its own. NBCC's FAQ names artificial intelligence, medically assisted therapy, and emotional support letters among the new topics.

The NCMHCE's 2027 specifications use the same six domains, the same weights, and the same task list. The NCE vs NCMHCE comparison explains what still separates the two exams. If you test before the change, today's six domains still apply, and you can compare the free and full NCE options organized by them.

What a 360 means on the new NCE scale

The 2027 specifications say scores will range from 100 to 500, the passing point on every form will be 360, and the scale does not show raw scores or percentages. NBCC's own example: a 400 is not 80%. The passing standard will still be set by subject matter experts using an Angoff procedure, with later forms equated for difficulty. NBCC's FAQ adds that the specific passing score for the new exam has not yet been determined, so nobody can tell you how many correct answers 360 represents. The NCE passing score guide explains how today's form-by-form cut works.

Which NCE version you take in 2027

NBCC's New Examination FAQ answers the transition questions this way (as checked on October 25, 2026):

  • Testing before implementation: you take the current version.
  • Testing on or after implementation: you take the new version. NBCC says there is typically a clear transition date rather than a period when both versions run, with details still to come.
  • Retaking after the change: a retake that falls after Summer 2027 is on the new version. The 30-day wait between attempts still applies under current policy.
  • Scores and credentials already earned: they stay valid, and you do not need to retest because the exam changed.

Registration windows can straddle the change. State licensure candidates get a test authorization window of up to six months, or less if their board's approval ends sooner, and NCC applicants get six months. What decides your version is the day you sit, not the day you registered. If your window runs into summer 2027, plan for the new exam unless NBCC's final-date notice tells you otherwise.

Your state board still sets licensure rules, including how many attempts you get. NBCC's FAQ says the new version will be regarded as equal to the current one, but check with your board if your application timing is tight.

What NBCC has not published yet

As of October 25, 2026, these pieces are missing, so treat any confident claim about them with caution:

  • The last test date for the 200-question NCE. NBCC says it will be announced in advance.
  • The number of correct answers behind a 360. The FAQ says the passing score has not been determined.
  • Practice questions in the new format. The FAQ said NBCC-developed practice tests would come in Summer 2026. We found none on NBCC's NCE or exam preparation pages, and the NBCC Foundation study guide is described as updated for the current exam.
  • Candidate handbooks for the 2027 exam. The posted NCE handbooks are the September 24, 2024 revisions describing the current format.

NBCC's NCE page says it will be updated as the transition timeline firms up. Check it before you register for any date in 2027.

Planning an NCE date around July 1, 2027

If your board approval or graduation puts you near the change, work backward from these facts:

  1. Decide which outline to study. A date before the change means the current outline. A date from July 1, 2027 on means the 2027 specifications, covered in how to study for the 2027 NCE.
  2. Leave room for a retake. A spring 2027 attempt plus a 30-day wait can push a second try past the change, onto a different exam.
  3. Watch NBCC's NCE page for the final-date notice before booking a June 2027 seat.

For a date before the change, the free NCE study planner weights your days by the current 30/29/12/12/9/8 outline and flags any date on or after July 1, 2027. You can see what full NCE prep covers on the current outline, with question counts by domain. Full access is not on sale yet, but the 20 free practice questions and both planners work now.
