NHA Phlebotomy Technician (CPT) guideEligibility, registration & costs
From NHA CPT to California's CPT I Certificate: Training, the 50 and 10 Rule and the LFS Application
In California, passing the NHA CPT covers only the exam step. To draw blood as a phlebotomist you also need a state certificate from CDPH Laboratory Field Services: for CPT I, CDPH-approved training with at least 50 venipunctures and 10 skin punctures, proof of high school, and an online application. Here is each requirement, the documents LFS wants, how long it takes, and California's new annual renewal.
Short answer
In California, an NHA CPT certification counts only as the exam step. To work as a phlebotomist you need a state certificate from CDPH Laboratory Field Services; CPT I covers venipuncture and skin puncture. With no on-the-job experience, you need 40 hours of classroom training and 40 hours of clinical practice with at least 50 venipunctures, 10 skin punctures and observation of arterial punctures in a CDPH-approved program, a passing score on an approved national exam such as NHA's, proof of high school education (an official transcript sent by the school, or a GED, HiSET or CHSPE), and an online application with a non-refundable fee.
California is the clearest case of a state rule sitting on top of the NHA exam. CDPH's phlebotomy FAQ says that since April 9, 2003, people performing phlebotomy who aren't otherwise licensed to draw blood must be certified by the state before they can draw blood. The rules apply to people drawing blood as phlebotomists for diagnostic purposes, for example for a hospital or clinical laboratory; medical assistants, EMTs and blood donor phlebotomists work under their own rules. An NHA certification doesn't replace the state certificate, but it does satisfy one of its requirements. Everything below comes from CDPH Laboratory Field Services (LFS) pages, as checked on October 28, 2026.
California's three phlebotomy certificates
| Certificate | What it lets you do |
|---|---|
| Limited Phlebotomy Technician (LPT) | Skin puncture blood collection only |
| Certified Phlebotomy Technician I (CPT I) | Skin puncture and venipuncture |
| Certified Phlebotomy Technician II (CPT II) | Skin puncture, venipuncture and arterial puncture |
Despite the shared initials, CPT I is California's certificate and the NHA CPT is NHA's national certification. CPT I is the first California certificate that covers venipuncture as well as skin puncture, so that's the path covered here. The 2027 state rules guide compares California with Louisiana, Nevada and Washington.
The four requirements for a California CPT I
LFS's CPT I page lists them, and notes that "the requirements listed may not be comprehensive":
- Education. An official transcript showing graduation from an accredited U.S. high school, or a passing GED, HiSET or California High School Proficiency Examination, or official transcripts showing general education credit from an accredited college or university.
- Training in a CDPH-approved program, by one of three paths depending on your experience (below).
- A national certification exam from an organization CDPH approves. NHA is one of six.
- An online application with the required documents and a non-refundable fee.
Which California training path fits you
| Your on-the-job phlebotomy experience | Classroom training | Practical requirement |
|---|---|---|
| None, or less than 40 hours | 40 hours of basic and advanced didactic training | 40 hours of practice in a clinical setting with at least 50 venipunctures, 10 skin punctures and observation of arterial punctures, in a CDPH-approved program |
| At least 40 but less than 1,040 hours in the past 5 years | 40 hours of basic and advanced didactic training | At least 40 hours of clinical experience in the last 5 years including 50 venipunctures, 10 skin punctures and observation of arterial punctures, plus a letter from the laboratory director |
| 1,040 hours or more in the past 5 years | 20 hours of advanced didactic training | Documented 50 venipunctures, 10 skin punctures and observation of arterial punctures, plus a letter from the laboratory director |
The training must come from a program on CDPH's approved list. The FAQ is blunt: CDPH accepts only the listed programs, and all of them are in California, so a course taken in another state doesn't count.
LFS also limits what counts as experience. Work in California as an unlicensed laboratory staff member isn't accepted, except as a medical assistant drawing blood in a physician's office or clinic that isn't also licensed as a testing laboratory. Blood bank phlebotomy doesn't count as on-the-job experience, which must include patients of different ages, including children and older adults, and a range of health conditions and body types.
NHA's 30 and 10 next to California's 50 and 10
| NHA CPT eligibility | California CPT I (no experience) | |
|---|---|---|
| Venipunctures | At least 30 successful, on live individuals | At least 50 |
| Skin or capillary sticks | At least 10 capillary or finger sticks | At least 10 skin punctures |
| Arterial punctures | Not required | Observation required |
| Where | Your training program or supervised work | A CDPH-approved California program |
| Proof | You must be able to provide evidence to NHA | A signed California Statement of Phlebotomy Practical Training |
California's numbers are higher, so a California student who meets them will usually also have NHA's 30 and 10, but the paperwork is separate: LFS wants its own signed statement, and NHA asks that you be able to provide your own evidence. LFS says the practical training statement must be signed by an MD, DO, PA, RN, clinical laboratory bioanalyst, clinical laboratory scientist or certified phlebotomy technician. Keeping a single signed log during your clinical hours makes both easier.
California applicants still sit the same national exam as everyone else, and planned NHA CPT practice covers the national exam step of California's checklist across all five test plan domains.
The national exam: why NHA's counts, and since when
LFS's list of approved certifying organization examinations names six for phlebotomy: ACA, AMCA, AMT, ASCP, NCCT and NHA. Each has an initial acceptance date, and only exams passed after that date satisfy the requirement. NHA's is February 4, 2005. The FAQ adds that California requires the certifying exam to be approved on or after July 2003, so a very old national certificate may need a new exam.
LFS asks you to upload verification of your national exam during the online application, so the NHA exam comes before the LFS application. NHA's own eligibility rules still apply, including its training or work pathway and its 30 and 10 sticks, and the eligibility and application guide covers them.
Applying to Laboratory Field Services, step by step
- Create an account on CDPH's licensing portal, then apply online and choose the phlebotomy certificate type.
- Pay the non-refundable application fee online. CDPH's FAQ gives it as $100; LFS says its fees are non-refundable and "subject to change with each year," so the application shows the current amount.
- Upload your certificate of completion from the approved training program.
- Upload proof of practical training. LFS's main phlebotomist page lists the California Statement of Phlebotomy Practical Training among the uploads. CDPH's notice of March 4, 2026 says applicants hitting a system issue in the "California Practical Training Form" section should upload their certificate of completion there as a temporary solution.
- If you're using work experience, upload the Letter of Phlebotomy Experience for California Certification, signed by the laboratory or medical director (MD, DO or clinical laboratory bioanalyst), with your dates of employment, the approximate number of procedures, the laboratory's CLIA number and the director's license number.
- Upload proof of your national certification. If the organization gives you a digital credential, LFS asks you to complete Form LAB 112 and upload it in place of the traditional wall certificate. The form, dated April 2026, asks for your name, the certifying organization, the issue and expiration dates, the certificate ID and the credential URL. NHA issues a digital badge for the CPT, verifiable through its own unique URL (NHA), and has used Accredible for its badges since November 4, 2025 (NHA).
- Have your school send your transcript directly to LFS, by secure electronic submission or in a sealed envelope. LFS doesn't accept transcript scans or copies uploaded by the applicant, and it doesn't accept faxed documents. If your transcript is under a different name, upload proof of the name change. Education from outside the U.S. needs an evaluation from a NACES or AICE member.
How long LFS takes, and when you can start work
- Processing. CDPH's FAQ gives a median of 90 days after a complete application is received; incomplete or incorrect applications take longer.
- Abandonment. Incomplete applications are abandoned 60 days after the initial application date. LFS sends notice first, but once an application is abandoned you reapply and pay a new fee.
- No working early. You can't work as a phlebotomist until California certifies you. LFS doesn't issue temporary certificates or verification letters.
- Proof for an employer. Approval is posted on LFS's verification page, which can take up to 10 business days. A printout of your listing works as a 90-day temporary authorization for hiring, for the category listed, until the certificate arrives.
With a 90-day median for the state step, it helps to have the national exam done early, and a planned 90-day NHA Phlebotomy access period can run alongside your program's final weeks; checkout isn't open yet.
Keeping a California certificate: annual renewal from 2026
LFS's renewal page describes a change that reaches many phlebotomists in 2027:
- One-year renewal. Starting January 1, 2026, newly issued and renewed certificates move to a one-year renewal period; all new certificates and renewals submitted from March 19, 2026 follow the annual cycle.
- 3 hours of CE a year. LPT, CPT I and CPT II holders need 3 contact hours of continuing education from a Department-approved accrediting agency or an accredited academic institution, completed within the 12 months before renewal. Each certificate of completion must show the provider, your name, the course name and number, the credits, the completion date and the accrediting agency number.
- 2025 certificates. Certificates issued or renewed in 2025 with a 2027 expiration date stay valid and move to the annual cycle after their 2027 renewal.
- Timing. LFS suggests submitting your renewal at least 30 days before expiration.
- Your NHA certification. LFS says renewing a national certification is optional and done directly with the certifier. NHA renews separately every two years, as the NHA CPT renewal guide explains, and an employer may still require it.
Your next step toward a California CPT I
Check CDPH's list of approved training programs before you enroll, and ask the program whether its clinical hours include the 50 venipunctures, 10 skin punctures and observation of arterial punctures. Ask your high school now to be ready to send an official transcript to LFS. Then plan the national exam: the free NHA phlebotomy study planner fits a schedule to your date, and the planned NHA CPT mock exam lets you check readiness before you book the national exam.
