How Much an MLO License Costs: Test, Course, Background Check and State Fees
An MLO license costs more than the $110 test. NMLS charges a $35 set-up fee per state license, $36.25 for the fingerprint background check and $15 for the credit report; your state adds its own fees, and the 20-hour course is priced by the provider. Here's each fee with its source, a worked example, and what keeping the license costs each year.
Short answer
The NMLS-set part of an MLO license is about $196: $110 for the SAFE MLO Test, a $35 initial set-up fee per state license, $36.25 for the fingerprint background check by Live Scan and $15 for the credit report, with a 2.5% fee on card payments. On top come your state's application or license fees, which range from a few dollars to several hundred, the 20-hour course, priced by each provider, and $110 for every retake. Keeping the license costs a $35 NMLS fee per license each year, the state renewal fee and an annual CE course.
Most "MLO license cost" figures you'll see online are someone's total for one state, with a course price folded in. It's more useful to know the pieces, because only some of them are the same everywhere. NMLS sets one group of fees for every state; your state sets another; the course is a market price.
NMLS fees for a new MLO license
These are set by NMLS (its State Regulatory Registry board reviews them annually) and are paid through your NMLS account.
| Fee | Amount | When it's charged |
|---|---|---|
| SAFE MLO Test enrollment | $110 | Each attempt, including every retake |
| Initial set-up fee, individual (Form MU4) | $35 per state license (from March 1, 2025; $30 before) | Each time you apply for a new license in a state |
| Criminal background check | $36.25 by Live Scan; $46.25 by paper card ($36.25 plus a $10 card packet fee) | Each new application, once per filing however many licenses it covers |
| Credit report | $15 | Each new application, unless NMLS has a credit report less than 30 days old; once per filing |
| Credit card service fee | 2.5% of the transaction | Card payments only; ACH payments from a bank account don't carry it |
Sources: NMLS's processing fees page (a February 20, 2025 archive copy announcing the March 1, 2025 amounts), its handbook (the $110 test fee, October 2026 copy) and its background check page (the Live Scan and paper card amounts, April 2026 copy). The Massachusetts Division of Banks' MLO page (May 2026 copy) lists the same $35, $15 and $36.25. Enrollment fees are non-refundable and non-transferable, per NMLS's testing FAQ, so a late cancellation or no-show also means paying $110 again.
Two fee figures you may see that don't match
- $30 vs $35 for the set-up fee. NMLS proposed raising the individual fee from $30 to $35 in 2024, CSBS announced the approved increase for March 1, 2025, and NMLS's fee page lists $35 from that date; Massachusetts' 2026 fee table shows $35 too. Some state pages haven't caught up: Delaware's MLO FAQ, read on October 28, 2026, still describes "an NMLS processing fee of $30." Go by the invoice NMLS shows when you file
- $36.25 vs $39 for fingerprints. NMLS's fee history says the fingerprint processing fee was cut from $39 to $36.25 in 2013. A page quoting $39 is older than that change
State fees for an MLO license
States charge their own application, investigation or license fees, and some require a bond or insurance that has a cost of its own. Three examples from regulators' own pages show how far apart they are:
| State | What the regulator lists |
|---|---|
| Colorado (Division of Real Estate) | Application fee $5; renewal $8; reinstatement $10.50 (fee schedule updated September 30, 2026). Active MLOs must also carry errors and omissions insurance and a surety bond (an individual bond of at least $25,000) |
| Delaware (Office of the State Bank Commissioner) | Investigation fee $250 at application; licensing fee $250 if approved, paid directly to the office, then at each renewal; a $500 supervisory assessment billed each July |
| Massachusetts (Division of Banks) | License fee $500 and investigation fee $115 per license, on top of the NMLS fees (May 2026 copy of its fee table) |
Bonds work differently by state. Regulation H only says an MLO must be covered by a net worth or surety bond requirement, or pay into a state fund, as the state requires. Washington, for example, requires an individual bond only if your employer is exempt from licensing or uses a bond substitute, starting at $20,000 for up to $20 million in loans originated. NMLS's guidebook, in its temporary authority chapter, notes that a sponsoring company's bond satisfies the bonding requirement for its MLOs, but as Colorado shows, a state can also require each active MLO to carry E&O insurance and a bond, individually or under a group policy, so check before you buy anything.
The state requirements guide shows where else states differ, and each agency's NMLS licensing checklist lists its current fees.
The 20-hour course and other costs NMLS doesn't set
- Pre-licensing education. The SAFE Act bars NMLS from offering courses itself, so you buy the 20 hours (more in some states) from an NMLS-approved provider at that provider's price. No official source sets or averages it
- Study materials. Optional, and also market-priced. NMLS's handbook calls its content outline the only study material NMLS publishes
- Retakes. Each one is a new $110 enrollment after a 30-day or 180-day wait, which is why the planned mock exam lets you rehearse the full 190 minutes before you pay for the real one
- Your employer's side. The company that sponsors your license pays NMLS's change-of-sponsorship fee ($35 from March 1, 2025) each time it requests sponsorship
A worked MLO license cost example
Here's Passy's arithmetic for one first-time license, using the fees above. It leaves out the course price because providers set it.
| Item | Amount |
|---|---|
| SAFE MLO Test, passed on the first attempt | $110.00 |
| NMLS initial set-up fee, one state | $35.00 |
| Background check by Live Scan | $36.25 |
| Credit report | $15.00 |
| NMLS fees subtotal | $196.25 |
| Delaware investigation fee, paid through NMLS (example state) | $250.00 |
| Delaware licensing fee, paid directly to the state office | $250.00 |
| Total before the course, paying by ACH | $696.25 |
Paying by card adds 2.5% to what goes through NMLS: $11.16 on the $446.25 paid through NMLS here. Swap in your own state's fees for the Delaware lines; for a Colorado license the state line would be $5, plus whatever your E&O policy and bond cost. A failed first attempt adds $110 each time. If you're budgeting for prep as well, you can compare what the planned 30-, 90- and 180-day SAFE MLO prep periods cost alongside the fees.
What keeping an MLO license costs each year
Renewal is annual, and the fees are per license, so an MLO licensed in three states pays three sets.
- NMLS annual processing fee: $35 per state license (from March 1, 2025), charged when you submit the renewal
- State renewal fee: set by each agency. In the CSBS renewal chart that NMLS links to (downloaded October 28, 2026), standard MLO renewal fees include Colorado $8, Texas (SML) $90, Florida $156, California (DFPI) $300, New York $300 and Massachusetts $500
- Continuing education: at least 8 hours a year from an approved provider, priced by the provider
- Late fees, if you miss the deadline: for example, Arizona charges $25 for each calendar day after December 31 and Washington adds 50% of the annual assessment during its reinstatement period
- State assessments: some states bill separately, such as Delaware's $500 each July
The 2027 renewal and CE guide covers the deadlines that decide whether late fees apply.
Ways to keep MLO license costs down
- Pass the first time. Every retake is $110 plus at least 30 days of delay, and NMLS reports a 53% first-time pass rate as of December 31, 2024
- Finish the course before you enroll for the test. NMLS advises not scheduling the test until the course is done, and it keeps the $110 window from running out while you study
- Get fingerprinted promptly. If you're not printed within 180 days of the request, the background check expires and you pay again
- Pay by ACH if you'd rather avoid the 2.5% card fee
- Apply for all your states in one filing where you can: the background check and credit report are charged once per filing
Before you spend on the test, try the free SAFE MLO practice questions to see how far you are from 75%. The registration guide walks through paying the first $110, the MLO license guide puts the steps in order, and the free retake planner helps if the first attempt doesn't go to plan. If structured practice would cut down on retakes, the planned full prep includes 925 questions with an explanation for each; checkout isn't open yet.
