The SAFE MLO Test in 2027: Which Outline, Weights and Rules Apply to a 2027 Test Date

No change to the SAFE MLO Test has been announced for 2027. NMLS's handbook pages, read in October 2026 archive copies, still show the April 5, 2021 specifications, and the federal 75%, retake and 5-year rules are unchanged. Here's what applies, how we checked, and what can still move before your test date.

Short answer

As of October 28, 2026, nothing has been announced that changes the SAFE MLO Test for 2027. NMLS's handbook pages, read in archived copies from October 2026, still list the specifications dated April 5, 2021: 120 questions (115 scored) in 190 minutes, five content areas weighted 27/24/20/18/11, and a $110 fee. The 75% passing score, the retake waits and the 5-year expiration rule come from the SAFE Act and Regulation H, which hasn't changed since the CFPB finalized it in 2016. What can change is the law the questions test: NMLS tells candidates to answer on current rules.

If your SAFE MLO test date falls in 2027, the useful question isn't "what's new?" but "has anything been announced, and how would I know?" Here's what applied as of October 28, 2026, how that was checked, and the one part of the test that keeps moving no matter what.

How the 2027 SAFE MLO status was checked

Saying "nothing changes" is only worth something if you know where it was checked. As of October 28, 2026:

  • NMLS's own pages. The handbook's specifications page and the content outline, read in Internet Archive copies captured on October 20, 2026, still show the April 5, 2021 specifications and weights. Neither mentions a 2027 revision
  • The federal rule. Regulation H (12 CFR Part 1008), current on eCFR as of October 26, 2026, still sets 75%, the three-tries-then-six-months retake rule and the 5-year retest rule. eCFR's version history, which starts in 2017, records no amendment to Part 1008
  • The Federal Register. It lists only two documents that cite Part 1008: the CFPB's December 2011 rule that restated the SAFE Act rules as Regulations G and H, and an April 2016 rule finalizing it. No CFPB rule or proposal touching Regulation H or Regulation G appeared from June 2025 through October 2026

Absence of an announcement isn't proof that none is coming. NMLS could publish a new outline or fee, so check the handbook's specifications page on the NMLS Resource Center before you pay for an enrollment.

How an outline change would reach a 2027 SAFE MLO test

The last time NMLS changed the test, it showed how a change takes effect. Its Content Area FAQs announced new weights (and 120 instead of 125 questions) and said that on April 5, 2021, all administrations of the national test would use them. Anyone who failed before that date and retested after it took the new version.

So the rule of thumb is simple: your test date decides which version you take, not the date you enrolled or started studying. If NMLS announces a change effective partway through 2027, a test on or after that date follows it. NMLS's handbook calls the outline the only study material it publishes, so a new outline would be the document to read first. Until one appears, the 2021 outline is the one to study from, and planned full SAFE MLO prep follows its five content areas.

The part of the SAFE MLO Test that changes without a new outline

Even with the same outline, the law it tests moves. NMLS's handbook (6.2, Legislative Updates) tells candidates to answer test questions based on the current statutes, regulations and rules, and says candidates are responsible for keeping up with changes whether or not they appear on the outline.

For a 2027 test date, that covers two kinds of change:

  • Rules already in effect. For example, the CFPB's Regulation B final rule on disparate impact, discouragement and special purpose credit programs took effect on July 21, 2026
  • Numbers that reset each year. Regulation Z thresholds such as the HOEPA high-cost loan triggers are adjusted every year. The 2026 figures took effect on January 1, 2026; as of October 28, 2026 the Federal Register had not published the 2027 figures

The guide to federal rule changes for 2027 candidates lists each change with its effective date. When you practice, check that each explanation cites the regulation it relies on; answers that cite the Regulation Z, X, B and H sections behind them are planned for launch.

Booking a 2027 SAFE MLO test from late 2026

A few timing points apply when your study straddles the new year:

  1. The enrollment window can cross into 2027. NMLS's 2022 enrollment guide gives 180 days to schedule and take the test once it's paid for. An enrollment paid on November 16, 2026, for example, would run to about May 15, 2027. Check the window dates NMLS shows after you pay
  2. Book a center, not an online session. Unless you're approved for accommodations, plan on a Prometric test center
  3. The pass rate you'll see quoted may update. NMLS's figure is a 53% first-time pass rate "as of December 31, 2024." A newer figure would change the number, not the test
  4. Your pass covers any later license. NMLS's FAQ says a pass meets the test requirement of every state agency, and the 5-year clock only runs while you're neither licensed nor registered

If your plan runs past New Year's Day, the 2027 MLO license timeline shows how the course, test, application and first renewal fit together.

A SAFE MLO checklist for a 2027 test date

  1. Open handbook 1.0 on the NMLS Resource Center and confirm the "as of" date on the specifications table
  2. Open the content outline and compare its weights with the table above
  3. Study the current regulations on eCFR, noting the "as of" date at the top of each section
  4. Check the Federal Register in December 2026 and January 2027 for the new annual Regulation Z, HMDA and appraisal thresholds
  5. Pick a date that leaves room for a 30-day retake inside your plans

Start with the free SAFE MLO practice questions to see which content area needs the most time, then lay out the weeks with the free study planner. For a test early in 2027, you can weigh a planned 90- or 180-day access period against your enrollment window; checkout isn't open yet.
