SHRM-CP vs. SHRM-SCP: Who Each Exam Is For and How to Pick Your Level

The SHRM-CP has no degree, title or experience requirement and tests operational HR work; the SHRM-SCP needs three years of strategic-level HR work. Here is how SHRM counts that experience, what is identical on both exams, and how to choose.

Short answer

Take the SHRM-CP if your HR work is operational, such as implementing policies and handling day-to-day HR, or if you are new to HR: SHRM requires no HR title, degree or prior HR experience. The SHRM-SCP is for people with at least three years of strategic-level HR work, counted at 1,000 hours or more per calendar year, or SHRM-CP holders of three years moving into a strategic role. Both exams have the same structure, weights and fees; the SCP is judged against a senior-level standard.

SHRM offers two certification exams built on the same body of knowledge, and the choice between them comes down to the kind of HR work you do, not your job title. The SHRM-CP is the operational-level exam and has no entry requirement beyond applying. The SHRM-SCP is the strategic-level exam and asks for three years of strategic HR work. SHRM's eligibility page asks: "Did you know 1 in 5 testers select the wrong exam based on their HR knowledge and experience?" SHRM doesn't say how it measured that, but the decision deserves ten minutes before you pay.

What the SHRM-CP certifies, and who can apply

SHRM's eligibility criteria describe the SHRM-CP as intended for people who perform general HR or HR-related duties, and for currently enrolled students and others pursuing an HR career. The exam assesses HR work at the operational level: implementing policies, supporting day-to-day HR functions, and serving as an HR point of contact for staff and stakeholders. The handbook frames it as the standard "reasonably expected of early to midcareer HR professionals."

For the SHRM-CP, SHRM says you do not need:

  • an HR job title
  • a degree
  • previous HR experience
  • SHRM membership
  • a job at the time you apply (handbook)

SHRM does recommend "a basic working knowledge of HR practices and principles or a degree from an Academically Aligned program." That is a recommendation, not a rule.

The structure is identical, so the difference sits in the questions themselves: the same six content areas, judged against a different standard. The SHRM-CP exam format guide breaks down the shared structure, and you can see how the planned SHRM-CP prep covers the six clusters and domains at the operational level the CP tests.

How SHRM counts SHRM-SCP experience

If you are weighing the SCP, check your history against these rules from SHRM's eligibility page and handbook:

  • 1,000 hours per calendar year. A year counts only if you spent at least 1,000 hours on strategic-level HR work between January and December.
  • No double counting. More than 1,000 hours in one calendar year still counts as one year.
  • Part-time counts when the year reaches 1,000 hours, and the work can be salaried or hourly.
  • Consultants can count the strategic HR duties they perform for clients, if contracted hours meet the 1,000-hour standard.
  • No degree or HR title is required for the SCP either.

Strategic means the work itself: developing HR policies or procedures, overseeing the execution of integrated HR operations, directing an entire HR enterprise, or leading the alignment of HR strategies with organizational goals. Three years of operational work, however senior it feels, does not meet the SCP rule.

SHRM randomly audits applications and may ask you to document your years of HR experience and any degree you reported, so count your years the way SHRM does before you apply.

When the SHRM-CP is the better first exam

SHRM's Choosing the Right HR Certification page gives unusually direct advice. If you meet the SCP rules but its self-assessment tool suggests the SHRM-CP because your strategic experience is limited, SHRM says that "historically, many HR professionals with non-strategic backgrounds who attempted the SHRM-SCP exam were unsuccessful," and it recommends starting at the CP level. It also suggests the CP first if you have test anxiety or have been away from academic settings for a while.

The decision stays yours: SHRM says an eligible candidate can choose the SCP regardless of the tool's recommendation, and should then spend significant time studying strategic HR.

SHRM's second test is one you can run today with the free 2026 SHRM BASK. Each competency and functional area lists proficiency indicators in two groups. If your daily work looks like the "For Advanced HR Professionals" statements, SHRM suggests the SCP; if it looks like the "For All HR Professionals" statements, the SHRM-CP. For example, under Evidence-Based Decision-Making, the all-professionals list includes reporting key findings to business and HR leaders, while the advanced list includes using research findings to inform HR's strategic direction and long-term goals.

SHRM-CP and SHRM-SCP pass rates

SHRM publishes global pass rates after each testing window on its exam details page. As checked on October 27, 2026:

Testing windowSHRM-CP pass rateSHRM-SCP pass rate
May–July 202568%50%
Dec. 2024–Feb. 202567%51%
May–July 202471%56%
Dec. 2023–Feb. 202470%53%
May–July 202371%54%

These are percentages of all examinees worldwide in each window, not a forecast for any one person. They do show that the SCP's higher standard is real: in every window listed, the SCP rate is 15 to 18 points lower. Picking the SCP when your work is operational means facing that standard without the experience it assumes. If you choose the CP, compare the planned 30-, 90- and 180-day SHRM-CP access periods against the time left before your window.

Switching from SHRM-CP to SHRM-SCP after you apply

The handbook allows one exam level change per application, in either direction:

  1. Email shrmcertification@shrm.org naming the exam you want, at least 20 business days before your scheduled exam date.
  2. If you already booked an appointment, cancel it with Prometric first (Prometric's cancellation fee may apply).
  3. A move from CP to SCP requires proof that you meet the SCP eligibility rules.
  4. If SHRM approves, it issues a new Authorization to Test (ATT) letter, and you book again.

The handbook's fee table lists no SHRM charge for a level change, and both levels cost the same, but the 20-business-day limit and a possible Prometric fee make it worth deciding before you schedule. The SHRM-CP application guide covers windows, deadlines and booking.

Moving from the SHRM-CP to the SHRM-SCP later

The CP is not a dead end. Holding the SHRM-CP for three years, while working in or moving into a strategic role, is one of the two routes SHRM accepts for the SCP. Both credentials are kept on the same terms: 60 professional development credits every three years, or a retest.

If the SHRM-CP is your level, try the free SHRM-CP practice questions, which include situational judgment scenarios written at the operational level, then plan backward from your window with the free SHRM-CP study planner. Full SHRM-CP prep planned for launch includes a timed 134-question mock exam on the same two-section structure, and the SHRM-CP passing score guide explains how both levels are scored.
