Is the LCSW Exam the Same in Every State? What Your Board Decides

The ASWB Clinical exam and its passing standard are the same wherever it is used. Eligibility, supervised hours, state law exams, and the license itself are set by each board.

Short answer

Yes, the exam itself is the same. Every jurisdiction that uses the ASWB Clinical exam gives the same 122-question test and recognizes the same passing standard, and a passing score is valid in all states and provinces for the same exam category. What changes is everything around the exam: your board decides whether you are eligible, how much supervised experience you need, whether you also take a state law or ethics exam, and when it issues the license.

What is the same in every state?

The exam and the passing standard are the same. The current ASWB Clinical exam has 122 multiple-choice questions, 110 of them scored, in three content areas weighted 36/32/32, with a four-hour limit, wherever you take it. ASWB’s scoring page says all jurisdictions that use the exams recognize the same passing standard, and the guidebook says a passing or failing score is valid in all states and provinces for the same exam category.

Some rules belong to ASWB and travel with the exam too: the US $260 Clinical fee, the 90-day wait between attempts, and testing at Pearson test centers. Because the content does not change at a state line, neither does the preparation: full LCSW prep covers the three Clinical content areas in their official weights. What is on the LCSW exam? covers the outline itself.

What does your state board decide?

Everything around the exam. The guidebook says you apply to your board first, the board tells you whether you may sit an exam, and the ways boards establish that eligibility vary. Most jurisdictions also charge application or licensing fees that are separate from the ASWB fee; LCSW exam cost separates the two.

How many times can you test? Some boards set a limit
What is the license called, and when is it issued?Your board

Which states start with ASWB instead of the board?

Colorado, Maine, Texas, and Utah reverse the first step. Applicants there apply to ASWB Licensing Services for exam preapproval, take the exam, and then apply for licensure with the state board after passing. How to register walks through the usual order and those exceptions.

The step after a pass differs too. ASWB’s “When you pass” page says that in most cases the board contacts you about your licensure status. Candidates in Colorado, Florida, Maine, Michigan, New Hampshire, Texas, and Utah must complete a license application with the board after passing, and California candidates submit the LCSW Request for Initial License Issuance form and payment to the Board of Behavioral Sciences.

What does California require besides the Clinical exam?

California shows how much sits outside the ASWB exam. The Board of Behavioral Sciences requires you to register as an Associate Clinical Social Worker to accrue supervised experience in California (with a narrow 90-day exception), complete 3,000 supervised hours over at least 104 weeks, and pass the California Law and Ethics Exam. All of those requirements come before the board approves Clinical exam eligibility. After you pass the Clinical exam, you must request the license and pay the initial license fee within one year.

California also adds a test-day rule: candidates who need ESL extra time must get preliminary approval from the board before asking ASWB. That is one state’s rule set, read on November 1, 2026, not a national pattern.

Do supervised hours differ by state?

Yes. Supervised experience is a board requirement, not an exam requirement, so there is no national hour count to plan around. California’s 3,000 hours over at least 104 weeks is one example. ASWB’s supervision resources let you find and compare supervision requirements for each category of license in one or more jurisdictions, and your board’s current page is the final word.

The hours change what you need before the exam, not what is on it. Whatever your board requires, the same three content areas carry the score, so practice all three Clinical areas, one at a time or mixed, in full LCSW prep.

What happens if you move after you pass?

Your exam result moves with you. ASWB says a passing score is valid in any state or province that uses that exam, so a Clinical pass transfers when you apply for a clinical license elsewhere. You apply to the new board first, then request a score transfer from ASWB in ASWBCentral. Each transfer costs a nonrefundable US $40, and ASWB sends the score within 7 to 10 business days, though some boards need more processing time.

The license is a separate step. Most boards have licensure by endorsement, sometimes called reciprocity, for social workers already licensed elsewhere, and ASWB says the process varies, especially among states. The Social Work Licensure Compact has been adopted in more than half of U.S. states, but ASWB says multistate licenses are not available yet (checked November 1, 2026).

What if you fail in one state and test again?

The 90-day wait between attempts is ASWB policy, so it applies wherever you test. A waiver of that wait exists only if the board where you are applying allows waivers and your score was within 10 correct answers of passing, and some boards limit how many times you may take the exam. Failed the LCSW exam? has the full sequence, and the passing score guide explains why the cut varies by exam form, not by state.

Because the content, the clock, and the standard are the same for every Clinical candidate, your study plan does not need a state version. Spread the weeks across the three areas with the free LCSW study plan.
