SHRM-SCP Eligibility: How SHRM Counts Three Years of Strategic HR Work

The SHRM-SCP needs three calendar years of strategic-level HR work at 1,000 hours or more each, or three years holding the SHRM-CP plus a strategic role. Here is how to count your years, what SHRM means by strategic, and what to keep in case of an audit.

Short answer

You can apply for the SHRM-SCP if you have at least three calendar years in which you spent 1,000 hours or more on strategic-level HR or HR-related work, or if you have held the SHRM-CP for at least three years and work in, or are moving into, a strategic role. SHRM requires no degree and no HR title. Strategic describes the work itself: developing HR policies or procedures, overseeing integrated HR operations, directing an HR enterprise, or aligning HR strategy with organizational goals. SHRM randomly audits applications, so keep proof.

SHRM's rule for the SHRM-SCP fits in one sentence, but applying it to a real career takes more care. SHRM counts calendar years, hours and the nature of the work, not job titles or degrees, and an application that doesn't meet the minimum is denied with all fees kept. The rules below come from SHRM's Eligibility Criteria page and the 2026 SHRM Certification Handbook, checked on October 27, 2026.

The two routes into the SHRM-SCP

RouteWhat SHRM requires
ExperienceA work history of at least three years performing strategic-level HR or HR-related duties
SHRM-CP holderThe SHRM-CP held for at least three years, plus work in a strategic-level role or a move into one under way

Under either route, SHRM says you don't need an HR title or a degree. SHRM membership isn't required, and the handbook says you need not be employed when you apply.

Open questions in the SHRM-CP route

SHRM's pages leave three points unstated for SHRM-CP holders. Ask SHRM at shrmcertification@shrm.org before you pay if any of them affects you:

  • The hours rule. The 1,000-hours-per-year requirement sits in the same list as both routes, and SHRM doesn't spell out whether a SHRM-CP holder must also show three such years.
  • The measuring date. If you earned the SHRM-CP in the May–July 2024 window, your three-year mark falls during the May–July 2027 window. SHRM doesn't say whether "held for three years" is measured when you apply or when you test.
  • A lapsed credential. SHRM's wording is that you "have held the credential for at least three years." It doesn't say whether time after a lapse counts.

What SHRM counts as strategic-level HR work

SHRM describes the SHRM-SCP level by duties, in slightly different words on different pages:

SHRM sourceStrategic duties it names
Eligibility Criteria and handbookDeveloping HR policies or procedures, overseeing the execution of integrated HR operations, directing an entire HR enterprise, leading the alignment of HR strategies with organizational goals
Handbook, "Selecting the Right Certification"Developing policies and strategies, overseeing the entire integrated HR operation, analyzing performance metrics, overseeing alignment of HR strategy with organizational goals
SHRM-SCP pageWork that drives culture, creates HR strategy or develops policy

Operational work, which SHRM ties to the SHRM-CP, means implementing policies, supporting day-to-day HR functions and serving as an HR point of contact. SHRM's Choosing the Right HR Certification page adds a detail for CP-level work: duties that "tend to be specialized versus general." Three years of operational work doesn't meet the SCP rule, however senior the title.

Testing your duties against the BASK

SHRM's eligibility page points SCP candidates to two sets of proficiency indicators in the 2026 SHRM BASK: those for all HR professionals and those for advanced HR professionals. The advanced set describes the strategic level. A few contrasts, paraphrased from the BASK:

BASK areaAll HR professionalsAdvanced HR professionals
Workforce ManagementSupports strategies for restructuring the workforceDevelops those restructuring strategies
Workforce ManagementAdministers approaches that meet long-term leadership needsWorks with business leaders to create the strategy for those needs
Vision (Leadership & Navigation)Supports programs that uphold HR's strategic visionDevelops HR's and the organization's long-term direction and seeks executive feedback on it
Total RewardsImplements pay, benefits and incentive programsDesigns and oversees the compensation philosophy and strategy, including executive pay

If most of your last three years sit in the right-hand column, you are describing strategic work. If they sit mostly on the left, SHRM's guidance points to the SHRM-CP, and the SHRM-CP vs. SHRM-SCP guide walks through that choice. SHRM's certification staff describe these indicators as the lens for each exam level, so you can also see how planned SHRM-SCP practice is written from the senior, strategic seat.

Counting your SHRM-SCP years one calendar year at a time

SHRM's counting rules:

  • Calendar years. Each year runs January to December, and it counts only if you spent at least 1,000 hours on strategic-level HR or HR-related work in it.
  • One year at most per calendar year. More than 1,000 hours in a calendar year still counts as one year.
  • Part-time work counts when the year reaches 1,000 hours, and the work can be salaried or hourly.
  • Consultants can count the HR duties they perform for clients, when their contracted hours meet the 1,000-hour standard.

By Passy's arithmetic, 1,000 hours is about 20 hours a week over 50 working weeks. Here is a fictional history counted that way:

Calendar yearSituationHours on strategic HR workCounts?
2022Promoted in August to a role that develops HR policyAbout 700No, under 1,000
2023Owns HR policy and the workforce planAbout 1,900Yes, one year
2024Same role, plus leading an acquisition's HR integrationAbout 2,100Yes, one year, not two
2025Part-time HR director, about 25 hours a weekAbout 1,150Yes, one year

This candidate has three qualifying years, so the experience route is open. The heavy 2024 doesn't make up for the short 2022. Count hours spent on strategic duties, not total hours worked: a manager who also runs payroll or answers routine questions should subtract that time.

HR-related roles, students and military candidates

  • HR-related work outside an HR title. SHRM's rule covers "HR/HR-related duties" and needs no HR title, so an operations or business leader who develops people policy can count that work if it meets the hours rule.
  • Students. SHRM says students seeking the SHRM-SCP must meet the SCP criteria; student pricing also requires enrollment in an HR degree program.
  • Military. SHRM says service members may be eligible for the SHRM-CP or SHRM-SCP depending on education, career field and time in service. The SHRM pages checked for this guide give no separate SCP formula for military experience, so a safe approach is to count strategic HR years by the same 1,000-hour rule and confirm with SHRM before you apply.
  • Degrees. No degree is needed, and SHRM's current criteria offer no degree-based shortcut. Some third-party pages still describe experience requirements that vary by education; they don't match SHRM's current eligibility page.

Proving SHRM-SCP experience if SHRM audits you

SHRM's exam details page says it randomly audits a percentage of applications in every window. The handbook sets the rules:

  1. You are notified by email and have 10 business days to send documentation of the HR experience you reported, and of your degree if you reported one.
  2. SHRM doesn't contact employers or schools for you; gathering the evidence is your job.
  3. You can't continue toward your exam until the review is satisfied, and your Authorization to Test may arrive later than the usual 10 business days.
  4. Missing the deadline, or misrepresenting information, means a denied application, forfeiture of all fees, and automatic review of future applications.
  5. A denied applicant may appeal in writing by email to shrmcertification@shrm.org, with supporting evidence, no later than 10 business days after the denial notice.

SHRM doesn't publish a list of accepted documents. A practical file, assembled before you apply, could hold job descriptions for each qualifying year, organization charts showing your scope, a letter from a supervisor or client confirming your strategic duties and approximate hours, and contracts or invoices if you consult. Ten business days is short for collecting letters from former employers.

If you are not sure you qualify for the SHRM-SCP

Failing to meet the minimum requirements is the first reason the handbook gives for denying an application, and a denial forfeits all fees. Three ways to avoid that:

  • Ask before you apply. Email shrmcertification@shrm.org with the specific question (a lapsed CP, a year near 1,000 hours, consulting hours).
  • Use the one level change. The handbook allows one exam level change per application, at least 20 business days before your exam date. A move from SCP to CP is the safe direction; a move from CP to SCP requires proof that you meet the SCP rules. If you already booked with Prometric, you cancel first, and Prometric's fee may apply.
  • Weigh SHRM's own advice. SHRM says that historically many HR professionals with non-strategic backgrounds who attempted the SHRM-SCP were unsuccessful. SHRM doesn't publish results by background, but the SHRM-SCP pass rate guide sets its published SCP and CP pass rates side by side.

Eligibility is the gate, not the measure of readiness. Before you buy a seat, check what the planned 900-question SHRM-SCP bank covers across the six areas, and price your route in the SHRM-SCP cost and registration guide.
